Call to Order Chairman Fox called the meeting to order at 9:03 a.m. II. Roll Call Commissioners Present: DeForest, Fox, Francis, Iserloth, Millsap, and Voll III. Approval of Minutes On motion by Commissioner Iserloth, second by Commissioner Voll, to approve the Minutes of the Regular Meeting held September 4, 2008. AYES: Commissioners DeForest, Fox, Francis, Iserloth and Voll NOES: None ABSTAIN: Commissioner Millsap IV. New Business A. Commission Appointments Chairman Fox reported that Cindi Millsap had been appointed as a new Commissioner and that Fran Carrillo had resigned due to personal reasons. As of this date, one seat remains vacant. V. Old Business A. 2008 TGIF Jazz in the Parks Wrap-up Arts Manager Peter Gordon gave a report on the 2008 TGIF Jazz in the Parks concert series. Significant points of note included the success of the two new concert sites at Stagecoach and Calavera Hills parks, and the cancellation of one concert at Poinsettia Park due to public health concerns related to the West Nile virus. Mr. Gordon reported that this was the first cancellation in the series' 23-year history. B. General Plan Input from Commissioners (Commissioner Fox) On a motion by Commissioner DeForest, second by Commissioner Iserloth, the Commission voted (6-0) to endorse the "Cultural Development Strategy Concept Paper" written by Chairman Heath Fox and directed staff to forward the document to Envision Carlsbad's Citizen Committee and to the City's Interdepartmental Staff Team for Envision Carlsbad. AYES: Commissioners DeForest, Fox, Francis, Iserloth, Millsap and Voll NOES: None C. Presentation of Public Responses for the Robert Myers Donation Offer (Peter Gordon) and Second Vote on Donation Offer (Commission) Peter Gordon reported that the public response to the proposed donation offer was overwhelmingly positive. In fact, of 31 responses, all 31 were positive - a 100% approval rating that had never been achieved previously for a public art work. On a motion by Commissioner Millsap, second by Commissioner Francis, the Commission voted (6-0) to recommend to City Council acceptance into the City's Public Art Collection of the donation offer from Robert Myers of Patrick McGowan's sculptural work entitled "Father and Child." Mr. Gordon will work with Library staff to identify a site in the new Library Learning Center before sending an agenda bill with the Commission's recommendation to City Council for final approval. AYES: Commissioners DeForest, Fox, Francis, Iserloth, Millsap and Voll NOES: None D. Presentation of Public Art Inventory Goal (Peter Gordon) Mr. Gordon presented an excel spreadsheet listing all the works (currently at 28) in the City's Public Art Collection. A management goal this year is designed to have the works professionally photographed and made accessible to the public either via printed materials or the City website. E. Review and Update of Committee Assignments (Commissioner Fox) Commissioner Millsap was appointed to the Community Arts Grants Peer Review Panel. F. Items for Future Meetings •Presentation of General Plan update efforts, including reports from the City's Envision Carlsbad Interdepartmental Staff Team. •Review of the current Arts Ordinance and current Arts Element. •Presentation of the recently completed Conservation Survey of the Public Art Collection. Arts Commission - 2 - November 6, 2008 VI. Public Comment There was no public comment. VII. Committee Reports Commissioners' Reports Commission members reported on recent meetings attended. Manager's Report Peter Gordon reported on the current activities of the Cultural Arts Office. VIII.
