Call to Order The meeting was called to order at 9:00 a.m. by Tina Schmidt, Chair of the Arts Commission. II. Roll Call Commissioners Present: Friese, Iserloth, Johnson, Schmidt, and Voll Commissioners Absent: Aquallo and DeForest III. Approval of Minutes On motion by Commissioner Iserloth, second by Commissioner Friese, to approve the Minutes ofthe Regular Meeting held November 3, 2011. AYES: Commissioners Friese, Iserloth, Johnson, Schmidt, and Voll NOES: None ABSENT: Commissioners Aquallo and DeForest IV. New Business A. Review of and Action on Peer Review Panel recommendations for 2012 Community Arts Grants (Community Arts Coordinators Colleen Finnegan and Tonya Rodzach) Community Arts Coordinators Colleen Finnegan and Tonya Rodzach presented background on the Community Arts Grants peer review panel and its recommendations. The panel included Ron Jessee, San Diego County Office of Education Visual & Performing Arts Coordinator; Erika Torri, Executive Director La Jolla Athenaeum; Hilliard Harper, former Executive Director Young Audiences; Elizabeth Yang-Hellewell, ArtsPower! Programming Manager; and Arts Commissioners Alan Aquallo, Sherman DeForest, and Tina Schmidt. On motion by Commissioner Iserloth, second by Commissioner Friese, to approve the following recommendations of the panel for the Arts Education and Organizations/Artist Partnerships categories for the 2011 Community Arts Grants: 2012 CARLSBAD COMMUNITY GRANTS ARTS EDUCATION Carlsbad High School - Band Boosters REQUEST: $1,200 FULLY FUNDED Support for four guest artist coaches, particularly for students in the Wind Symphony. Carlsbad High School - Choral Boosters REQUEST: $1,200 FULLY FUNDED Support for six guest artist instructors to work with both choirs, Sound Express and Encore, on vocal technique and music performance. Carlsbad High School - Drama Club REQUEST: $1,200 FULLY FUNDED Support for guest choreographer-in-residence for the musical theatre production in May 2012. Carlsbad High School - Film Academy REQUEST: $1,200 FULLY FUNDED Support for field trip to Warner Bros. Studio for all Juniors in the Film Academy program. Carlsbad High School - Speech and Debate Team REQUEST: $1,200 FULLY FUNDED Support for the purchase of specialized textbooks and other items required by Interpretation students. Calavera Hills Elementary School REQUEST: $950 FULLY FUNDED Support for four Meet the Masters visual art programs for 5'^ grade students in Spring 2012. Jefferson Elementary School REQUEST: $1,015 FULLY FUNDED Support for the Jefferson Elementary Choir program, which provides free choral instruction to all interested 3''^ through 5* grade students (participation currently about 50 students). Montessori Arts and Sciences REQUEST: $1,200 FULLY FUNDED Support for a ten-week theatre project that is artist-led. Pacific Rim Elementary REQUEST: $690 FULLY FUNDED Support for an artist-led legacy mosaic project for 5"^ graders partnering with 1^* & 2"'^ graders. St. Patrick School REQUEST: $1,200 FULLY FUNDED Support for artist-led "Write On!" playwriting residency with 100 7* and 8"^ grade students in spring semester 2012. TOTAL REQUESTS: $11,055 TOTAL AWARDED: $11,055 2012 CARLSBAD COMMUNITY GRANTS Organizations / Artists Partnerships ArtSplash REQUEST: $1,250 RECOMMENDED: $1,000 Support for interactive performances by Animal Cracker Conspiracy at two-day Artsplash free art festival in September 2012. Carlsbad-Oceanside Art League REQUEST: $1,550 RECOMMENDED: $1,000 Support for nine professional artist workshops in Carlsbad which are open to members and to the public. Mainly Mozart REQUEST: $3,500 RECOMMENDED: $2,000 Support for a three-concert chamber music Spotlight Series at St. Elizabeth Seaton Church. Museum of Making Music REQUEST: $4,000 RECOMMENDED: $3,000 Support for Global Spotlight Concert Series of 6 performances complementing and highlighting new multiculturj exhibition components at the Museum. New Village Arts Theatre REQUEST: $7,500 RECOMMENDED: $3,945 Support for 2012 production season with 6 main stage productions, 12 Off Nights Series programs, one Holiday event, and a Shakespeare in the Park production. Patrons of the Arts Foundation/ REQUEST: $8,000 RECOMMENDED: $3,000 Carlsbad Community Theatre Support for facility rental at Carlsbad Cultural Arts Center for multiple performances of two youth productions, one family production and six workshops. TOTAL REQUESTS: $25,800 TOTAL RECOMMENDED: $13,945 AYES: Commissioners Friese, Iserloth, Johnson, Schmidt, and Voll NOES: None ABSENT: Commissioners Aquallo and DeForest B. Updates on Public Art proiects (Cultural Arts Manager Peter Gordon) Cultural Arts Manager Peter Gordon gave updates on the following open Public Art projects: 1. First Station No. 3 Mr. Gordon and Karen McGuire, Curator of Exhibitions, have met with the project architect. Four to five artists will be chosen to present their qualifications to the Public Art Selection Committee, which will then select one artist to work on the project. 2. Alga Norte Park Park construction is now out to bid and Arts Manager Peter Gordon is developing a Fabrication and Installation agreement with the project artist, Paul Hobson. Works have already been designed and approved by City Council for this project. 3. Benbow Bullock - Marmalade Dragonfly Karen McGuire is going to propose that this art piece be permanently displayed in front of the Cole Library, along Carlsbad Village Drive. In order to accomplish this, it would require the approval of the Library Director, Art Acquisitions Committee, Arts Commission and the City Council. Currently the work is in storage. 4. Joint First Responders Training Facility Michael Stutz, the project artist, has now completed about 75% of the work and is working with the project architect to decide on a date to deliver the work to the site. The artist is shown on the front page ofthe Winter-Spring 2011/12 Community Services Guide in his studio working on the piece. The Joint First Responders facility is now officially called the City of Carlsbad Safety Training Center. 5. Ellen Ziegler work at Dove Librarv A goal team consisting of Dave Curtis, Deputy Library Director, Karen McGuire and Peter Gordon is evaluating options for this artwork which is currently facing many issues, including a fountain component which is no longer working. C. Preview of Opera Lectures and This Is Jazz! series (Community Arts Coordinator Colleen Finnegan) Colleen Finnegan announced two upcoming program series organized by the Cultural Arts Office, including the 12*"^ season of Opera Previews with Dr. Ron Shaheen and the 2"^^ season of This Is Jazz! moderated by Dirk Sutro. Both program series are scheduled to begin early in 2012, are free to the public, and are made possible by the Carlsbad Library and Arts Foundation's Robert H. Gartner Cultural Endowment Fund. Commissioner Iserloth left at 9:50 a.m. Announcements Tina Schmidt, Commission Chair, invited the Arts Commissioners to the Gallery Advisory Committee meeting, December 15, 2011, 4:00 pm, in the conference room at the Dove Library, 1775 Dove Lane, Carlsbad. Tina Schmidt also advised that the Arts Commissioners were invited to the January 12, 2012 Arts-ln-Education Meeting at 3:30 p.m. in the Gowland Meeting Room. V. Public Comment There was no public comment. VI. Commission Reports A. Commissioners reported on their recent activities. B. Peter Gordon, Arts Manager, reported that the Carlsbad Friends of the Arts hosted a well- attended "Meet & Greet" event the Museum of Making Music on November 3, 2011. Mr. Gordon informed the Commission that he would apprise the Commission of any actions that the Friends make that affects the Commission. VII.
