Call to Order The meeting was called to order at 9:00 a.m. by Commissioner Schmidt, Chair. II. Roll Call Commissioners Present: DeForest, Friese, Johnson, Schmidt, and Voll Commissioners Absent: Aquallo, Markovits III. Approval of Minutes Motion by Commissioner DeForest, second by Commissioner Johnson, to approve the Minutes ofthe Regular Meeting held September 6, 2012. AYES: Commissioners DeForest, Friese, Johnson, Schmidt, and Voll NOES: None ABSENT: Commissioner Aquallo, Markovits IV. New Business A. General Discussion regarding cultural arts in the communitv (Commission Members) Selected key points included: -> Suggestion that Carlsbad's Arts Commissioners attend arts commission meetings in neighboring cities to become more informed about arts-related issues in the region. -> Discussion about the current work taking place to create a new General Plan for the city and the importance of making sure an Arts Element is part of that new General Plan. Commissioners were encouraged to research other California city general plans to find examples of arts elements that might be used as models for a revised version of Carlsbad's Arts Element. Suggestion that the Carlsbad Friends of the Arts and the Friends of the Carlsbad Library consider joining forces as one organization. -> Brief review of the work being done by the Dove Courtyard Enhancement goal team and promise to include the commissioners in a survey being distributed to gather input for the project. Concern voiced about the procedures and timeline followed by the City Clerk's office in handling applications submitted by Carlsbad residents applying for boards and commissions. V. Old Business A. Update on public art proiects (Peter Gordon, Arts Manager) Peter Gordon, Arts Manager, spoke about the "fork" installed without city permission at the intersection of Levante Street and Anillo Way. Mr. Gordon stated that after the piece was removed from that location for a variety of safety and liability issues, it was then displayed at the "Halloween on Elm" event, and is now in storage at the Cultural Arts Office. Mr. Gordon stated that he was charged with contacting Mr. Carroll, the maker ofthe object, to discuss possible next steps, including the option that Mr. Carroll could formally offer the piece to the city as a donation. Mr. Gordon reported that the arts budget for public art at Alga Norte Park would remain at $280,000, and that a new design contract, which would direct the artist to update his 2007- approved designs to reflect the changes in the updated park design, was being developed with the artist. Mr. Gordon noted that the public art allocation for Fire Station #3 was $48,000, and that Karen McGuire, who is coordinating the public art component for the Cultural Arts Office, would be calling a selection committee together soon to choose an artist for the project. VI. Public Comment There was no public comment. VII. Commission Reports A. Peter Gordon, Arts Manager, commented on the recent activities of the arts office staff. He also announced that Heath Fox, a former chair of the Arts Commission, was now the Executive Director ofthe La Jolla Historical Society. B. Commissioners reported on their recent activities.
