HomeMy WebLinkAbout2013-10-03; Arts Commission; MinutesMINUTES MEETING OF: DATE OF MEETING: PLACE OF MEETING: CITY OF CARLSBAD ARTS COMMISSION Thursday, October 3, 2013 City of Carlsbad Council Chambers 1200 Carlsbad Village Drive, Carlsbad CA CALL TO ORDER: Chair Tina Schmidt called the meeting to order at 9:00 a.m. ROLL CALL: Present: Commissioners DeForest, Johnson, Markovits, Schmidt, and Vo!l Absent: Alter, Aquallo Staff Present: Heather Pizzuto, Library & Cultural Arts Director Vincent Kitch, Cultural Arts Manager Karen McGuire, Gallery Curator Tonya Rodzach, Community Arts Coordinator JIlNan Buccola, Gallery Technical Assistant APPROVAL OF MINUTES: By proper motion (DeForest/Voll) and vote, the minutes ofthe September 4, 2013 regular meeting of the City of Carlsbad Arts Commission were approved. INTRODUCTION OF THE CULTURAL ARTS MANAGER Vincent Kitch, the new Cultural Arts Manager, was introduced to the Commission. APPOINTMENT OF PUBLIC ART SELECTION COMMITTEE Tina Schmidt and Sherman DeForest were appointed to the Public Art Selection Committee for the roundabout to be installed at the North entrance to the city on Carlsbad Blvd. OLD BUSINESS Gallery Curator McGuire updated the commission on the public feedback received about art work for Fire Station US. The display was located at Cole and Dove Libraries and on the city website, 81% ofthe responses from the public were in favor ofthe art work. The Commission unanimously voted to have the issue move forward to Carlsbad City Council for its approval. Ayes: DeForest, Johnson, Markovits, Schmidt, and Voll Noes: None Abstain: None The Commission was updated by Cultural Arts Manager Kitch about progress on the roundabout. An RFQ for a public artist was launched October 2, 2013. The artist will be decided by December. The construction work is scheduled to be complete by June 2014. Community Arts Coordinator Rodzach discussed the Kevin Kelso sculpture donation entitled Dedicated to Serve. The commission had many questions and concerns. The commission voted 4-1 to table the vote until it receives additional information from the artist including engineering studies, a more thorough proposal without a financial request to the city, a site plan, timeline, and more detailed funding information. Carfsbad fire fighters Mike Lopez and Chris Lawrence spoke publically urged the commission to support the artwork. Ayes: DeForest, Johnson, Markovits, and Voll Noes: Schmidt Abstain: None DIREaOR'S REPORT Library & Cultural Arts Director Pizzuto updated the Commission on the Arts Element aspect of the General Plan and asked for time in the November meeting for a presentation by Community and Economic Development Department. The commission was invited to attend a Meet & Greet for the new Cultural Arts Manager, date and time to be announced. Cultural Arts Manager Kitch reported on events hosted by the Gultural Arts Department. Family Open Studios Plus had over 400 attendees in September. Three-Part-Art has begun with the Dog Dogs exhibit and has already served 1700 students and 300 chaperones. Two informational meetings were held. The first was a workshop to assist those interested in applying for 2014 Community Arts Grants. The second addressed the Affordable Health Care Act for artists. FRIENDS OF THE ARTS REPORT Comnriissioner Johnson invited the commission to the Friends of the Arts Meet & Greet to be held November 14, 2013 at the Museum of Making Music at 5:30 p.m. COMMISSION REPORTS Commissioner Markovits showed the commission a Cultural Aesthetic booklet and DVD for sale from a small city in Europe. She reported that something similar would be a nice option for Carlsbad. Commissioner DeForest reported his intent to visit the new San Diego Public Ubrary. Commissioner Voll had questions about the National Arts Program award which were answered by Gallery Curator McGuire. PUBUC COMMENTS None ANNOUNCEMENTS More than three or more Commissioners may be at one or more of the foiiowing events: October 6: Band and Vocal Performance at 2 p.m. October 10: Arts Education Meeting at Carlsbad City Library at 3:30 p.m. October 20: Great American Sing Along at Schulman Auditorium at 2:00 p.m. October 29: Gallery Committee Meeting Gowland Meeting Room, Carlsbad City Library at 4:30.
