HomeMy WebLinkAbout2013-11-07; Arts Commission; MinutesMINUTES MEETING OF: DATE OF MEETING; PLACE OF MEETING: CITY QF CARLSBAD ARTS COMMISSION Thursday, November 7, 2013 City of Carlsbad Cultural Arts Office 2955 Elmwood Street, Cartsbad CA CALL TO ORDER: Chair Tina Schmidt called the meeting to order at 9:00 a.m. and announced the resignation of Commissioner Lechusza Aquallo. ROLL CALL: Present: Absent: Staff Present: Commissioners Alter, DeForest, Johnson, Markovits, Schmidt, and Voll None Vincent Kitch, Cultural Arts Manager APPROVAI OF MINUTES: By proper motion (Johnson/Markovits) and vote, the minutes of the October 3, 2013 regular meeting of the City of Carlsbad Arts Commission were approved. CULTURAL ARTS MANAGER^S REPORT Cultural Arts Manager Vincent Kitch updated the Commission on the following items: o Fire Station #3 Public Art Project- The project is currently scheduled to be presented to City Council on 11/19. Manager Kitch will present the commission's recommendation for approval of the artwork. • Coastal Rail Trail Public Art Project/ Roundabout- The RFQ ends on November 8, 2013. At the time of this meeting 26 proposals have been received. The goai is to convene the panel and make an artist selection by December. 0 Fire Station #1 Public Art Donation- Tonya Rodzach and Manager Kitch met with artist Mr. Kelso. He is working to develop a more extensive public art submission as well as address the questions and concerns raised during the October commission meeting. o Alga Norte Park Dedication-The park will be formally dedicated in a daylong event on January 11,2014. Art commissioners will receive an invitation. o Carlsbad Genera! Plan Update-The presentation for the genera! plan updates has been postponed for another 2-3 months. o City Website Update- The city is doing a comprehensive update on its website. The project is expected to go live in March, 2014. o Carlsbad Village Sign Donation- The city received a donation proposal for an overhead sign to be placed in The Village at the north corner of Carlsbad Village Drive and Carlsbad Blvd. The Arts Commission has been asked to review the proposal and make recommendations to City Council. Manager Kitch is convening a public art advisory committee that will review the proposal and provide the commission with comments. The proposal and the findings of the committee will be forwarded to the Arts Commission for review at the December meeting. . Pubiic Comment: Robert Wilkinson of Wilkinson Design and Imagine Carlsbad presented his group's plan to the commission which includes five cohesive gateway signs into the Village. Mr. Wilkinson said he did not support the proposed sign due to its scale and design. He also expressed his concern that the goal of the city is to create a walkable downtown and the sign as proposed has only an automotive drive-through focus, o Update on the Library Re-design- There has been a slight delay on the project to address some new direction from the city manager's office to evaluate additional ideas for both facilities that might add even more value for the public. The city is working with Carrier Johnson to expand on their previous feasibility study to evaluate some new ideas. Also, the RFQ period closes this week for hiring a bridging consultant to prepare the design build bid specifications. A firm is expected to be on contract by December to start that work. FRIENDS OF THE ARTS REPORT Commissioner Johnson invited the commission to the Friends of the Arts Meet & Greet to be held November 14, 2013 at the Museum of Making Music at 5:30 p.m. The Friends are focusing on exposure and looking to increase the benefits for those who join. The group is establishing an online payment receipt account so that members can renew membership online and donations can be made to the non-profit group, COMMISSION REPORTS Commissioner Johnson and Markovits attended the art education committee meeting and were concerned about the low attendance. Commissioner Voll attended the Ragtime Banjo Band performance and found them outdated and old-fashioned. She however appreciated the quartet that followed. Commissioner DeForest is interested in a downtown San Diego Ubrary tour. Commission Chair Schmidt reminded the commissioners that any items that they would like to discuss would need to be put on the agenda.
