HomeMy WebLinkAbout2015-10-29; Arts Commission; MinutesMINUTES MEETING OF: DATE OF MEETING: PLACE OF MEETING: CARLSBAD ARTS COMMISSION Thursday, Oct. 29, 2015 Carlsbad City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA CALL TO ORDER: Chair Aaron Alter called the meeting to order at 9:00 a.m. ROLL CALL: Present: Commissioners Alter, DeForest, Markovits, Schmidt, Voll and White Absent: None Staff and Presenters: Vincent Kitch; Cultural Arts Manager, Gail Goldman; Public Art Consultant APPROVAL OF MINUTES: The minutes for Sept. were approved with abstentions from Commission Schmidt who was not in attendance at the Sept. meeting (White/DeForest). The minutes for Oct. 1 were approved with abstentions from Commissioners DeForest and Voll who were not in attendance at the Oct. 1 meeting (White/Schmidt). PUBLIC COMMENTS None DISCUSSION ITEMS After a thorough discussion, the commission voted 2 to 3 with one abstention not to approve the current draft of the Public Art Master Plan as presented. Four artists will be invited to present at the Nov. 9, 2015 panel to choose the artist for the Aviara Community Park Public Art Project. Commissioners Schmidt and Voll will be part of that 7-8 member review panel. The budget is $65,000 for this project. Pine Community Park Public Art Project is upcoming. An RFQ has been issued for this $100,000 project. Dates have not been selected for the panel review. Final negotiations are in process with the consultants for the Carlsbad Community Cultural Plan. We hope to have the consultants on board in November. Public discussion will not happen until spring but we hope to have meetings with the Arts Commission late in the year 2015. The process should take between 13-16 months to complete and the plan will create a 5-10 year vision and culture map within the city. CHAIR'S REPORT North County Arts Network was hosted in Carlsbad. Chair Alter was involved in this meeting and noted that neighboring cities expressed tremendous envy of the City of Carlsbad in its support for the arts. Chair Alter expressed appreciation to Commissioners Schmidt and Voll for agreeing to be on the Public Art Selection Committee. MANAGER'S REPORT Manager Kitch reported that Foreign Film Fridays returned in September and continues to averaging 300-400 attendees for each movie. In the spring Foreign Film Fridays, This is Jazz!, and Opera Previews will all occur at the Sr. Center and this will affect our attendance capacity. Family Open Studios occurred at the sculpture garden with the featured artist helping out with the project and then again at ArtSplash with over 400 youth and families participating. The exhibition at the William D. Cannon Art Gallery entitled "Food for Thought: A celebration of Food in Art" will run through November 8. Manager Kitch is working on a contract with Metris Arts Anne Gadwa Nicodemus, national author and consultant for a Carlsbad Community Cultural Plan. This consultant has done a lot of work in cultural space and place making. City Council will be receiving a report on city grant funding at their Nov. 10 daytime meeting. This presentation will cover all the various grant funds the city has which includes the Community Arts Grants and the Gartner Endowment Fund. COMMISSION COMMENTS Commissioner White introduced the new managing director of New Village Arts, Alex Goodman. He comes from Detroit, Chicago and most recently La Jolla Playhouse and will be a tremendous asset to the organization. There is a special fund raising opportunity for the Carlsbad Charitable Foundation. For $25 participants will be able to see the production of The 1940s Radio Hour including a reception. Proceeds will benefit the foundation. DeForest asked about the potential for getting arts funding for public art for bridges. Manager Kitch expressed that road work is generally excluded from the 1% for art. In special circumstances requests are made for additional funds for arts, such as the recent roundabout. Commissioner DeForest encouraged everyone to take the ethics training course seriously. Commissioner Voll went to the Broad Museum and appreciated the high quality contemporary art. She did not like the movie Tell No One featured at Foreign Film Fridays because the plot was too complicated and violent. ANNOUNCEMENTS The city council is currently looking for additional applicants for the Arts Commission open spot. They will hold the position open until more applications are received. Applicants with a background in the arts are encouraged to apply. According to city policy, elected officials and appointed members are no longer listed on city documents.
