HomeMy WebLinkAbout2016-04-07; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES CARLSBAD ARTS COMMISSION Thursday, April 7, 2016 Carlsbad City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA Chair Aaron Alter called the meeting to order at 9:00 a.m. ROLL CALL: Present: Commissioners Alter, Breslaw, Jadhav, Markovits, Schmidt and White Absent: None Staff and Presenters: Vincent Kitch; Cultural Arts Manager, Anne Gadwa Nicodemus; Principal Metris Arts Consulting, Rachel Engh; Research Associate Metris Arts Consulting APPROVAL OF MINUTES: The minutes for March 3, 2016 meeting were approved (White/Schmidt). PUBLIC COMMENTS None CHAIR'S REPORT The chair's report and manager's report were moved forward on the agenda by vote of the commission. ( Schmidt/Ma rkovits) Chair Alter attended the plein air exhibition at Deedie's House in Leo Carrillo Ranch Historic Park. He reported that many of the art pieces are well designed for the location. Chair Alter found the location difficult to find and would like to see better signage on-site along with a detailed map on line to assist patrons in locating the exhibition. He also attended a high quality Mainly Mozart concert. Mainly Mozart received a community arts grant from the City of Carlsbad. MANAGER'S REPORT Nearly 400 people attended the opening of the new exhibit in Deedie's House at Leo Carrillo Historic Park. The exhibition was featured on the Sunday cover of the local north county section of the Union Tribune. Thank you to Commissioners Schmidt and Alter for attending. This exhibition is open 12 p.m. -4 p.m. Thursday through Sunday until the end of Aug. Carlsbad City Council will appoint a new arts commissioner this week and the Arts Commission will be at full capacity beginning in May. The budgeting process is underway. Next year's request includes three budget enhancements for cultural arts; $25,000 for TGIF related expenses which is needed due to increased TGIF related expenditures over the last five years, $50,000 to increase community arts grant funding and $100,000 for public art projects outside the 1% for public art with a priority for temporary projects and potential permanent works at the libraries. Commissioner Schmidt suggested that the budget should be funded at a higher rate. She is pleased with the request for additional arts grants funding. Kitch presented information and photos about the library remodel including updated timelines which include the cultural arts staff who are normally located at the Carlsbad City Library to be temporarily relocating to the Elmwood Street facility in mid-April. The Cultural Arts Office will move to the new location on Dove Lane in late June 2016. Commissioner White asked if future Arts Commission meetings might be held at the Dove Library complex. Kitch reported that this might be a possibility. DISCUSSION & ACTION ITEMS Manager Kitch presented the final presentation of the Aviara Community Park public art prior to a briefing before City Council. This presentation looked at the history, funding and design concepts presented which include two bronze sculptures representing the flora and fauna of the surrounding area. The commissioners were introduced to representatives Anne Gadwa Nicodemus and Rachel Engh from Metris Arts Consulting who will be working on the cultural plan for the city. The consultants reported on the work product of their company and included the commissioners in a workshop where the commissioners were able to share their understanding of the strengths, weaknesses, opportunities and threats to cultural art in the City of Carlsbad. They were also asked to brainstorm about stakeholders in the community that have an interest in cultural arts and may be available for future interviews. COMMISSION COMMENTS Commissioner White reported that New Village Arts will be presenting Big River, their largest production yet. Big River promises to be an enjoyable production for everyone.
