HomeMy WebLinkAbout2016-06-02; Arts Commission; MinutesMINUTES MEETING OF: CARLSBAD ARTS COMMISSION DATE OF MEETING: Thursday, June 2, 2016 PLACE OF MEETING: Carlsbad City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA CALL TO ORDER: Chair Aaron Alter called the meeting to order at 9:00 a.m. ROLL CALL: Present: Commissioners Alter, Barker, Breslaw, Jadhav, Markovits (Commissioner Schmidt arrived after roll call and vote) Absent: White Staff Library & Cultural Arts Director Heather Pizzuto; Community Arts Coordinator Tonya Rodzach APPROVAL OF MINUTES: The minutes of the May 5, 2016 meeting were approved as amended. (Markovits/Barker) DISCUSSION & ACTION ITEMS 1. Aaron Alter was reelected chair of the City of Carlsbad Arts Commission (Markovits/Jadhav) by a vote 5-0 with Schmidt and White absent. Joan Markovits was reelected vice chair of the City of Carlsbad Arts Commission (Alter/Jadhav) by a vote 5-0 with Schmidt and White absent. 2. Tonya Rodzach introduced the arts education program to the Arts Commissioners. She included information about the 3-Part-Art program, Summer Camps, youth volunteers and camp counselor program, Family Open Studios, Family Open Studios on the Go and Family Open Studios Plus along with community partnership programs with the Flower Fields and a partnership with the city’s parks and recreation department at Leo Carrillo Rancho Historic Park to bring art and history together for local school children. She introduced guest speaker and youth volunteer Heather Lynch who spoke about her experience as a multi-year camp counselor and volunteer with the arts education program of the city. CHAIR’S REPORT Chair Alter will attend the Jefferson Elementary spring concert who received grant funding from the city. He and his wife will be participating in the National Flute Association Conference in San Diego Aug. 11-14. One of his works will be performed at the conference. LIBRARY & CULTURAL ARTS DIRECTOR’S REPORT Fabrication is underway for the public art at Aviara Community Park. The public art for Pine Avenue Park is moving forward. Public Art Consultant Gail Goldman and Gallery Curator Karen McGuire will serve as joint project managers for the design phase. The mobile stage for TGIF is completed and will be delivered soon. Training and certification on set up procedures is scheduled for this month. TGIF parking passes will be delivered early June. The city is beginning the recruitment process for a new cultural arts manager. The city is preparing an agreement with a national arts-based firm to perform this work. Director Pizzuto will be in contact with Metris Arts regarding scheduling and finalization of a timeline for completion of the arts and culture master plan. Staff will begin moving back into the Dove Lane Library in early June after the remodel. Much of the furniture and equipment has been delivered with more (including office furniture) arriving later. The phones and computers are not working yet. The relocation of the Cultural Arts staff will be delayed due to the extended furniture delivery. This is now expected to occur after the reopening in late June or early July. A tour of the new facility was offered to the Arts Commission. The commissioners decided to wait for the tour until after the new equipment is placed in the auditorium and the facility is functioning. The commission decided to cancel the July Arts Commission meeting. Commissioners have, in previous meetings, expressed desire to understand the City’s communications program. In a future meeting a representative from the city’s Community Outreach & Engagement Office will present an overview of communication strategies to the Arts Commission. FRIENDS OF THE ARTS REPORT Aaron Alter was elected a board member of the Friends of the Arts and the board approved the annual donation to the city of Carlsbad of $25,000. One other new board member was approved. COMMISSION COMMENTS Commissioner Jadhav was a guest judge at UCLA research week with presentations in arts, anthropology and literature. She would like to see Carlsbad integrate programs in presenting and receiving feedback to young people in our community. She attended Walk & Explore Leucadia offered by the 101 Arts Group. She reported that the walking experience helped to appreciate the art better than driving by. She would like to see Carlsbad integrate a similar idea, especially with murals in the city. Commissioner Breslaw thanked Tonya Rodzach and Heather Lynch for their presentation about the arts education program and appreciates the great programs offered by the city staff and volunteers. Commissioner Schmidt reported that Aviara Community Park artwork will be installed after the completion of the updates to the park. She asked about the artwork in Pine Avenue Community Park and Director Pizzuto reported that we are still in the preliminary design stage of the artwork for this park. No designs have been completed. Schmidt encouraged the new commissioners to visit all of the public art in the city. She reported that the Village and Barrio Master Plan approval is delayed but the city will be proceeding with streetscapes, sidewalks and safety elements included in the plan. Commissioner Markovits thanked Rodzach for her presentation. Markovits was involved in the Arts Education Advisory Committee. She reported that it was under-attended and would have liked to see more people involved. She told her fellow commissioners about a beautiful fountain at a medical office building in Encinitas. ANNOUNCEMENTS None PUBLIC COMMENTS Sibylla Voll invited the commissioners to an art exchange between COAL Gallery and Carlsbad’s sister city Karlovy Vary.
