HomeMy WebLinkAbout2016-09-01; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES CARLSBAD ARTS COMMISSION Thursday, Sep. 1, 2016 Carlsbad City Library Board Room 1775 Dove Lane Carlsbad, CA Chair Aaron Alter called the meeting to order at 9:00a.m. ROLL CALL: Present: Absent: Staff Commissioners Alter, Barker, Breslaw, Jadhav, Markovits, Schmidt, & White None Library & Cultural Arts Director Heather Pizzuto; Community Arts Coordinator Megan Gilby APPROVAL OF MINUTES: The minutes of the Aug. 4, 2016 meeting were approved as amended (White/Breslaw). DISCUSSION ITEMS TGIF Concerts in the Park- Community Arts Coordinator Megan Gilby presented a wrap up of the 3Pt season of TGIF Concerts in the Park. Attendance at the series was over 30,000. Feedback on the concerts was generally very positive. Highlights this year included a new mobile stage which offered a more polished look while saving time and labor preparing for the concerts. Set up, clean up and operations typically involves 1700 hours of work over the series. The services of many city departments are involved. Family Open Studios On-the-Go programs offered at every concert were well attended, with approximately 2,200 participants over the course of the nine concerts. Commissioners commented on the range of music offered in relation to community interests. Commissioner Schmidt expressed interest in being more involved with the choice of bands and music genres. Director Pizzuto stated that the agreement with the current concert producer had concluded with this season, and a Request for Proposals would be issued to select a producer for 2017. The TGIF Goals & Vision Statement will be reviewed and updated for inclusion in this document, and a discussion of the statement will be placed on the agenda of a future Arts Commission meeting. Community Arts Grants- Community Arts Coordinator Gilby also informed the Arts Commissioners on the Community Arts Grants program. The 2017 Community Arts Grants budget was increased to $80,000. In 2016 nine schools and 12 community arts organizations received grants in the amount of $50,000. The process this year will be completely online and the form and information are available on the Cultural Arts Office website. This is a significant change and staff is recommending that both new and old applicants attend one of two workshops to be help in September. The application deadline is Oct. 31, 2016 for 2017 grants. A panel will be convened in November to judge the submitted projects, then a funding plan will be developed by Cultural Arts Office staff. After the funding plan is developed the plan will be forwarded to the full Arts Commission for review and consideration. CHAIR'S REPORT Chair Alter requested additional information about the Schulman Auditorium, completion of equipment installation and the expected date for opening the cafe. Director Pizzuto reported that installation of all equipment in the auditorium is complete and the RFP for the cafe is now closed and the city hopes to have a cafe vendor operating by the end of the year. Because of the high quality of the Schulman Auditorium, Chair Alter suggested a noon-time concert series there, similar to those done in neighboring cities. He also noticed that although the arts weren't specifically mentioned in the State of the City Address the term "quality of life" was mentioned as a priority of the city. He commented that there is a direct correlation between art and quality of life and it is the job of the commissioners to advocate for the arts thereby increasing quality of life. LIBRARY & CULTURAL ARTS DIRECTOR'S REPORT Pine Ave Community Park artwork is the topic of a community engagement meeting set for Sept. 12, 2016 where artist Jenna Didier will seek input and discuss her design approach. It is hoped that the advisory committee will meet subsequently in September for presentation of her preliminary design concept. A review is almost complete of existing planning documents and a cultural asset inventory supporting the Arts and Culture Master Plan process. Director Pizzuto is coordinating adjustments to the schedule to coincide with the arrival of a new cultural arts manager. Two new exhibits open this week. House and Home opens Sept. 4 in the William D. Cannon Gallery with a reception Saturday evening. Three-Part-Art classroom visits begin Sept. 12 with 38 classes already signed up in just the first two days of registration. Also the Sculpture Garden exhibition In Our Own Backyard opens this weekend, featuring the work of artists John Dupree and Clyde Wickham. Recruitment for a new cultural arts manager was posted today and the short list of candidates will be completed in October with final interviews and a meet and greet still to be scheduled shortly thereafter. Upcoming fall programs include: Foreign Film Fridays beginning Sept. 2, a Night at the Library Gala Sept. 17; Opera Previews Oct. 8; Family Open Studios Oct. 8; and the La Costa Film Festival Oct. 15-17. Director Pizzuto reported that she is working with the city attorney's office to develop a training session for all of the boards and commissions supported by the Library & Cultural Arts Department to orient the many recent appointees. After discussion on a possible schedule change for the October meeting, the Arts Commission voted to maintain the regularly scheduled date and time (Schmidt/Barker). FRIENDS OF THE ARTS REPORT In their most recent meeting the Friends of the Arts discussed plans for the last TGIF concert of the season, and began to plan their meet & greet event for October. COMMISSION COMMENTS Various commissioners attended the Songs of Angels concert, Carlsbad Art in the Village, Carlsbad Music Festival and TGIF Concerts in the Parks. One commissioner commented that parking for Art in the Village is too far away and difficult for people with limited mobility. Various commissioners verbalized support of a workshop for new commission members and a concert series in the Schulman Auditorium as previously discussed. Commissioner White reported that New Village Arts won its fourth consecutive Critics Choice Award with Oklahoma. New Village Arts is a recipient of Community Arts Grant funding. Sept. 12, 2016 6:00-7:30 p.m. Meet the Artist at Pine Ave. Community Park, Jenna Didier at the Carlsbad Senior Center. Sept. 29, 2016 5:00-8:00 p.m. The Boards & Commissions Appreciation event will take place at The Crossings at Carlsbad.
