HomeMy WebLinkAbout2016-12-01; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES CARLSBAD ARTS COMMISSION Thursday, Dec. 1, 2016 Dove Board Room 1775 Dove Ln Carlsbad, CA Chair Aaron Alter called the meeting to order at 9:00 a.m. ROLL CALL: Present: Absent: Staff Commissioners Alter, Barker, Breslaw, Markovits, Schmidt & White Jadhav Library & Cultural Arts Director Heather Pizzuto; Community Arts Coordinator Megan Gilby; Sr. Office Specialist Sandra Riggins APPROVAL OF MINUTES: The minutes of the Nov. 17, 2016 meeting were approved. (5-0-1-1 Abstention by Alter) DISCUSSION/ACTION ITEMS Community Arts Grants- Community Arts Coordinator Megan Gilby reported on the finalists recommended by the Community Arts Grants Peer Review Panel for 2017 awards and the funding allocation as determined by the panel. Commissioners discussed how organizations might increase likelihood of receiving a grant, previous grant recipients who did not apply this year and year to year comparison of funds received and programs implemented. Commissioners expressed appreciation for the increased funding level this year from $50,000 to $80,000 as well as the desire for broadly publicizing the Community Arts Grants to attract additional quality applicants. The Arts Commission approved the 2017 Community Arts Grants as recommended by the Community Arts Grants Peer Review Panel. (5-0-1-1 Abstention by White) Boards/Commission Training Discussion- Director Pizzuto opened the discussion regarding the boards and commissions training which occurred on Nov. 17, 2016. Commissioner Schmidt reminded the commissioners that topics not on the agenda should not be discussed. Commissioners discussed not addressing commission business via email or at impromptu gatherings at events. The commissioners discussed Rosenberg vs Robert's Rules of Order and would like to add a discussion on both systems to a future agenda after commissioners have the opportunity to read the handout given to them about Rosenberg's Rules of Order in the training. CHAIR'S REPORT Chair Alter discussed how many cities use art as a focus for tourism and would like to see the City of Carlsbad increase the focus on arttourism. LIBRARY & CULTURAL ARTS DIRECTOR'S REPORT The jurying of the 2017 Juried Biennial exhibition was conducted yesterday. Jurors Ginger Porcella, Executive Director of the San Diego Art Institute and Yevgeniya Mikhailik, Curator of the Irvine Fine Arts Center selected 44 works of art by 35 artists. 127 artists submitted 635 images. The opening reception will be January 21. Artist Jenna Didier will present her updated concept design for the Pine Ave. Park artwork to the Public Art Advisory Committee on Dec. 1, 2016 then make an appearance at the Barrio neighborhood meeting. A second community engagement event takes place Saturday, Dec. 3. Event information has been widely distributed via website, Facebook and door hangers distributed door to door in a broad area around the park. A telephone interview of an additional prospect for the Cultural Arts Manager position will be conducted on Dec. 1. Planning has begun for summer programming. Staff is working with the city's volunteer coordinator to create applications and the recruitment process for summer arts camp counselor positions which will begin in February. The division is seeking responsible, eager, creative teen volunteers ages 15-19. Cultural Arts staff looks to engage teens in volunteer opportunities year-round with other arts programs as well, such as Family Open Studios or involvement with the Cannon Art Gallery. FRIENDS OF THE ARTS REPORT None COMMISSION COMMENTS Commissioners expressed appreciation for the Arts in Schools grants and the overall increase in the budget increase for Community Arts Grants. Commissioner White suggested that commissioners see 1940's Radio Hour by New Village Arts, a Community Arts Grant recipient organization. He reported that the Community Arts Grant makes a huge difference to non- profit organizations.
