HomeMy WebLinkAbout2017-01-05; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES CARLSBAD ARTS COMMISSION Thursday, Jan. 5, 2017 Dove Library Board Room 1775 Dove Ln Carlsbad, CA Chair Aaron Alter called the meeting to order at 9:00 a.m. ROLL CALL: Present: Aqsent: Staff Commissioners Alter, Breslaw, Jadhav, Schmidt & White Barker, Markovits Library & Cultural Arts Director Heather Pizzuto; Gallery Curator Karen McGuire; Community Arts Coordinator Megan Gilby; Sr. Office Specialist Sandra Riggins APPROVAL OF MINUTES: By proper motion, the Minutes of the Arts Commission meeting of Dec. 1, 2016 were approved (5-0-0-2 with Commissioners Barker and Markovits absent) and the minutes of the special meeting of Nov. 17, 2016 were approved (4-0-1-2 with Commissioner Alter abstaining and Commissioners Barker and Markovits absent). DISCUSSION/ACTION ITEMS Request for review of artwork located at Plaza Paseo Real- Director Pizzuto updated the commissioners about artwork located near the Carlsbad City Library at Plaza Paseo Real. The shopping center management firm has asked the City of Carlsbad to remove the artwork located on the property because it is no longer wanted on the site. City documents suggest the art was purchase by the Carlsbad Arts Associates, now called the Carlsbad Friends of the Arts; no documents have been found to indicate the artwork was donated officially to the City of Carlsbad or approved by City Council for addition to the public art collection, although some records attribute the art to this collection. Director Pizzuto is working closely with the Friends of the Arts to respond in a timely manner to the request for removal by the property owner representative, and provide an opportunity to further research ownership with the Friends of the Arts and public art status or disposition of the artwork. Gallery Curator Karen McGuire responded to questions about the condition of the artwork and possible approaches to its relocation. Discussion of Robert's Rules of Order vs Rosenberg's Rules of Order- The commissioners discussed the differences between the two rules of order and determined to continue to utilize Robert's Rules of Order. If the City Council or other boards/commissions change the rules of order utilized the Arts Commission will reassess. CHAIR'S REPORT Chair Alter attended a recital in the Schulman Auditorium and artist reception held in the courtyard at the Carlsbad City Library. He reported that the courtyard location served this purpose nicely with attractive evening lighting and ambiance. He would like to see the Schulman Auditorium and courtyard used more often for artistic events. He also enjoyed the meet and greet reception in the William D. Cannon Art Gallery and reported that the gallery is a great venue for events. LIBRARY & CULTURAL ARTS DIRECTOR'S REPORT Cabinet of Curiosities closes Jan. 8 and the installation of the 2017 Juried Biennial Exhibition begins late the week of January 9. Arts Commissioners are invited to join the breakfast reception with the artists the morning of Jan. 21, 10 a.m. Three-Part-Art training begins Jan. 24 and class registrations begin Jan. 10. Pine Ave. Park artist Jenna Didier is scheduled to attend the Parks & Recreation Commission meeting on Jan. 23 which would be followed by presentation of the artwork design to the Arts Commission on Feb. 2. If approved the proposed design will then be scheduled for City Council consideration soon after. Additional information about the proposed public art design is posted on the website and the city continues to update the information as needed. There will be an e- blast announcing both the Parks & Recreation and the Arts Commission meetings. Richard Schultz has been hired as the new Cultural Arts Manager, and will join the city the week of Jan. 30. Tonya Rodzach and Megan Gilby have completed Supervisor's Academy, a three-month program offered through the Centre for Organizational Effectiveness. Foreign Film Fridays series resumes Jan. 6. Leo Carrillo Ranch Art and History program is currently in hiatus. Family Open Studios will be Saturday, Jan. 7, 11 a.m. to 2 p.m. Opera Previews and This is Jazz will be on Jan. 14. Karen McGuire is working with the Parks & Recreation department for a possible juried photography exhibition proposed for Deedie's House at Leo Carrillo Ranch Historic Park. FRIENDS OF THE ARTS REPORT Commissioner Schmidt who sits on the board of the Carlsbad Friends of the Arts reported that a board of approximately 20 people raise all of the funds donated to the city to support programs such as TGIF and arts education. They have a big job and would like to see additional organizational support from the City of Carlsbad in the important work they do. COMMISSION COMMENTS Commissioners reported on their ongoing and new artistic involvement in the community. Commissioner Schmidt expressed that she would like to see all of the commissioners attend all city arts and culture events and bring their friends. She would also like to see information more in advance to be able to plan her schedule. Commissioner White informed the commission about the New Village Arts Gala on Feb 11. White will invite the incoming cultural arts manager as his guest. He also reported that New Village Arts received 8 nominations for San Diego Theatre Critic Circle Awards. New Village Arts is a recipient of a Community Arts Grant from the City of Carlsbad. PUBLIC COMMENTS Roni Sue Player introduced herself to the Arts Commission as a member of the Carlsbad High School Film Academy Booster Club which is in its formative stage. She is also interested in reviving the ArtSplash program. Director Pizzuto offered to provide information on the program following the meeting. ANNOUNCEMENTS The Juried Biennial artist reception will be held Saturday, Jan. 21. Commissioners and the public are invited to attend.
