ELECTION OF ARTS COMMISSION CHAIR AND VICE-CHAIR The election was tabled until July. Commissioner Breslaw was nominated, but was not in attendance at the meeting. COMMITIEE ASSIGNMENTS Committee assignments were tabled until after the election. PRESENTATION: UPDATE ON CARLSBAD CITY LIBRARY CAFE The cafe RFP was originally posted on July 28, 2016. The city received three proposals. The city recognized that helping with the build-out would most likely be necessary. The city is utilizing a real- estate manager and hired an expert consultant who completed the initial report two weeks ago. The city then asked additional questions and the final report will be completed next week. The report will be utilized to continue the conversation with past proposals and future proposals. There is a desire to have programs along with the food service provided. Because educational services are free in the library, Director Pizzuto feels it is important to hold true to the library philosophy of providing free serves for educational services. Retail has become more competitive and food service delivery has changed recently to include more self-service and vending service. Currently, there is no projection for a time frame to have the cafe completed as it is more important to have everything done correctly than to possibly have to re-do the build out. The site has water, power and storage space. The RFP asked proposing vendors to propose flooring, ceiling and outfitting. Commissioner Markovits asked about possible uses for the space during the wait time. She would like to see the area outfitted for use by event caterers. Director Pizzuto explained that temporary outfitting would not be cost effective in the long term. Commissioner Alter asked about interest by the local coffee shop and by the past coffee cart vendor. Director Pizzuto reported that the local coffee shop is not interested and the vendor sold the cart and moved out of the area. Director Pizzuto estimates that a vendor will be in within a year. PRESENTATION: GRANTS UPDATE Community Arts Coordinator Megan Gilby presented on the Community Arts Grants. Coordinator Gilby attended a grants manager's conference which included both large and small granting organizations. She would like the next step to be a focus group of current grantees and other potential grant recipients to get feedback on the process and learn more about the grant needs of the community. She hopes to complete these groups in July or August. Commissioner Alter asked if there are ways of streamlining the process. Coordinator Gilby reported that there are lots of recent changes with the use of technology and has implemented some of those changes already, making the process easier and more efficient. Alter would like to see the grant information distributed to a larger audience. Coordinator Gilby reported that the current process is too cumbersome for small grant recipients. Commissioner Schmidt asked about the conference information related to non-profit grants vs. grants to schools from municipalities. Coordinator Gilby reported that there were very few municipalities in attendance and she continues to work through these questions. Manager Schultz reported that he would like to see some capacity building grants given to organizations to help them address current organizational needs, not just special projects. Commissioner Schmidt asked about encouraging businesses to provide arts grants. Manager Schultz said community partnerships are welcome and highly encouraged. PRESENTATION: ARTS & CULTURE PLAN COMMUNICATION UPDATE Manager Schultz reported that there have been 100 attendees at three different events with 100 survey responses in both English and Spanish. The city is partnering with Melba Novoa to have pop- up meeting in Barrio locations including Jefferson School and other locations to solicit feedback from the community. Round robin meetings will take place June 22 and 24, facilitated by staff members to allow community members to discuss their ideas in depth. Consultant Lynn Osgood will also meet with the library board, current grantees and audience members. There will also be additional surveys available on line and at event such as TGIF Concerts in the Park. In July/August, Osgood will compile all the information and begin the draft report. The draft report will be brought to the Arts Commission and other groups for feedback. Commissioners discussed terminology, the inclusion of heritage in the plan, urban planning, the role the arts have played in society, partnerships within the city and community, and ways to publicize the events. CHAIR'S REPORT Chair Alter thanked Arts Commission members who have volunteers for TGIF. He attended a private concert event which took place in the city's Schulman Auditorium and another concert presented by arts grants recipient Mainly Mozart. He announced that the first TGIF concert will be held June 23. CULTURAL ARTS MANAGER REPORT Summer Arts Camps begin June 19 starting with Club Pelican and then Creative Arts Camp. Arts Commissioners are invited to see the camp grogram in action at any time during one of the camp sessions or the final culminating event for Creative Arts Camp at the reception taking place Friday, July 21 from 2 to 3 p.m. at the Schulman Auditorium and Gowland Meeting Room . The Americana Community Celebration will be Saturday, July 29. It will begin with Family Open Studios from 11 a.m. to 2 p.m., followed by an artist reception from 3 p.m. to 5 p.m. Ted Diamond will give a presentation about his photography from 4:30 to 5 p.m. and the day will culminate with a performance of local musicians Ginger Cowgirl from 5 to 6 p.m. TGIF concerts begin June 23 at Stagecoach Community Park. Staff is working to develop several pre- shows at selected concerts and a new dance floor will be utilized at all concerts. FRIENDS OF THE ARTS REPORT None COMMISSION COMMENTS Commissioners reported on their ongoing and new artistic involvement in the community. Two commissioners highly recommended Having Our Say performed by community arts grant recipient New Village Arts which is getting very good reviews from critics. Commissioners expressed concern about publicity of cultural arts events to the community. Commissioners recommended a monthly newspaper of events for distribution in local sites and stores. Other ideas were distributing print materials to a larger audience via nonprofit organizations and increasing oversite to make sure that print materials at city facilities are current.
