HomeMy WebLinkAbout2017-12-07; Arts Commission; MinutesMEETING OF: OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES CARLSBAD ARTS COMMISSION DATE Thursday, Dec. 7, 2017 Board Room Carlsbad City Library 1775 Dove Lane Carlsbad, CA Chair Cathy Breslaw called the meeting to order at 9:00 a.m. ROLL CALL: Present: Commissioners Barker, Breslaw, Jadhav, Markovits, Schmidt & White Absent: Alter Staff and presenters: Cultural Arts Manager Richard Schultz; Community Arts Coordinator Megan Gilby; Community Arts Coordinator Tonya Rodzach; Programs and Venues Coordinator Karen McGuire; Senior Office Specialist Sandra Riggins; La Costa Canyon High School Theatre Arts Director Brad Golden APPROVAL OF MINUTES: By proper motion, the minutes of the Arts Commission meeting of Nov. 2, 2017 were approved as amended (5-0-0-2 Alter absent and Jadhav absent for the vote). PUBLIC COMMENT Anna Grigerian, a resident with artistic background, introduced herself to the Arts Commission and expressed interest in getting involved with the arts in Carlsbad. GRANTEE UPDATE PRESENTATION-LA COSTA CANYON HIGH SCHOOL THEATRE ARTS Brad Golden, Theatre Arts Director for La Costa Canyon High School, presented an organizational overview focused on use of City of Carlsbad Community Arts Grant funds for the theatre arts program of the school. The commissioners expressed support and interest in the program, especially appreciating the opportunities for leadership training, personal growth and peer support which are occurring in the program. REVIEW OF LA COSTA FILM FESTIVAL DRAFT AGREEMENT The Arts Commission reviewed the draft agreement for the extension of the 2017 Community Arts Grant awarded to La Costa Film Festival through 2018. Commissioner Schmidt requested receipts be received from La Costa Film Festival prior to payment of the final grant payment and Commissioner Barker requested that receipts be received from all grant recipients. REVIEW AND APPROVAL OF THE 2018 COMMUNITY ARTS GRANTS FUNDING PLAN The Commissioners received a presentation on the recommended 2018 Community Arts Grants Funding Plan. Commissioners who participated on the panels expressed their approval of the new process which allows grant applicants to give a three minute live presentation to the panel. The commissioners asked how the grant amount could be raised. Manager Schultz shared that an increase could be requested during the city's budget process or that other sources of funding could be researched. Because the amount requested ($150,484) was far more than the total amount budgeted ($80,000), the commissioners recommended asking for an increase in the grant budget to $120,000. The 2018 Community Arts Grants were approved (5,0,1,1) Ayes: Commissioners Barker, Breslaw, Jadhav, Markovits, Schmidt Noes: None Abstain: Commissioner White Absent: Commissioner Alter ARTS & CULTURE PLAN UPDATE Manager Schultz presented an update on the Arts & Culture Plan. The goals of the Arts & Culture Plan are to identify priorities for arts and culture over the next 10 years, develop measureable objectives to support those priorities and create an implementation plan including strategies, tactics and resources needed. Outreach to date has included focus groups, individual stakeholder interviews, online surveys and community workshops. The role of the city is to be a leader, convener and partner in developing the themes that have emerged through the process. The revised timeline includes the drafting of the plan in January and February, an Arts Commission draft plan workshop in early March, the release of the draft plan for public feedback in March and April, and presentation to City Council in April or May. A brief discussion ensued regarding the elements of the upcoming white papers connected to the Arts & Culture Plan. CHAIR'S REPORT Chair Breslaw reported that the grant cycle was well organized and professional, the entire process was educational and the three minute presentation option was very beneficial. She would like to see more diversity in age, ethnicity and backgrounds of the panel members in the future. CULTURAL ARTS MANAGER REPORT Manager Schultz reported on recent programs including Family Open Studios which had 112 participants. He then invited Programs and Venues Coordinator Karen McGuire who reported on the following upcoming Cannon Gallery exhibits: • A Treasured Collection of Haitian Art highlights the stunning private collection of Carlsbad resident, Lawrence Kent and features 45-50 Paintings from the 1940s to the present. • Prom Dress: Seventeen on Being 17features seventeen female artists who evoke and interpret being 17-years-old through the great American Prom. Students in the film program at Carlsbad High School, taught by Jeff Brandmeyer, will create film shorts about prom which will be shown May 3, 2018 and then in the gallery throughout the exhibit. • Janell Cannon: Stellaluna will include works by the local artist and author. Ms. Cannon will be completing a mural on canvas in the gallery while the exhibition is occurring. • Beloved Object is an exhibit featuring favorite art objects from local galleries, museums and collectors. If Arts Commissioners are aware of any collectors who have museum quality works that they would be willing to lend please let staff know. The Gallery Committee and the Public Art Committees will meet in January. FRIENDS OF THE ARTS REPORT None COMMISSION COMMENTS Commissioner White would like to encourage other Commissioners to promote the benefits of STEAM (Science, Technology, Engineering, Arts and Mathematics) programs in our schools and the great benefit the arts can play in the business community. Commissioner Markovits commented on low attendance at a holiday concert in early December. Manager Schultz expressed that the staff was taking a look at programming during particularly busy times of the year.
