Chair Cathy Breslaw called the meeting to order at 9:15 a.m.

APPROVAL OF MINUTES:
By proper motion, the minutes of the Arts Commission meeting of Jan. 4, 2018 were approved as
amended (5-0-1-1 Schmidt abstain, Markovits absent)
PUBLIC COMMENT
None
ARTS & CULTURE PLAN UPDATE AND DISCUSSION OF THE WHITE PAPERS
Cultural Arts Manager Richard Schultz reported that he is meeting with many community and arts
organizations about the Arts & Culture Plan. Lynn Osgood, the consultant working on the plan will
attend a workshop with the staff in February. Tuesday, March 20th the City Council will have an
information update about the plan.
Commissioners reviewed the white papers to share insights on the ideas presented, identify elements
and ideas that resonated most and suggest questions that commissioners would like to be addressed
in the draft of the plan.
Feedback was collected at the meeting and given to Ms. Osgood for consideration in writing the Arts
& Culture Plan draft.
CHAIR'S REPORT
Commissioner Breslaw reported hearing positive comments about events and the recent
gallery show, ReTooled, from people who attended who live outside of Carlsbad.
CULTURAL ARTS MANAGER REPORT
City Council met on Feb. 1 on the ordinance related to boards, committees and commissions. Staff
will return later with proposed ordinances based on the City Council's directions.
Upcoming events include two Foreign Film Friday films, Three Wise Cousins and Pink. Whitney Shay
will perform with This is Jazz!, A Treasured Collection of Haitian Art opens in the Cannon Gallery on
Feb. 11.
March 8 will be a full day Arts Commission workshop on the Arts & Culture Plan.
FRIENDS OF THE ARTS REPORT
Naomi Marblestone is putting out a call to volunteers for TG IF. More are needed.
COMMISSION COMMENTS
Commissioner White invited the Commissioners to the upcoming Gala for New Village Arts, a Carlsbad
Community Arts Grant recipient.
Commissioner Schmidt requested an update on the Aviara public art project be placed on the next
agenda and a link to the city council agenda packet be added to the Arts Commissioner's packet when
referencing City Council items in emails.
Commissioner Alter requested an update of Pine Avenue Park public art project be placed on the next
agenda.
ADJOURNMENT
Chair Breslaw adjourned the meeting at 11:24 a.m.
