APPROVAL OF MINUTES:
By proper motion, the minutes of the Arts Commission meeting of Apr. 5, 2018 were approved (6-0-1-

PUBLIC COMMENT
None
REPORT ON THE CITY'S COMMISSIONS & BOARDS CHAIR/VICE-CHAIR TRAINING SESSION
Vice-chair Barker reported that the training for boards & commissions chair and vice/chair and
included the following topics:
1. Adherence to the Brown Act
2. Keeping the meeting concise
3. Recusing oneself if something relates personally to a board member or commissioner
4. Adopting new rules of order following the pattern of the city council
5. When a quorum of the commissioners is in attendance, a meeting is considered a public
meeting.
6. All meetings which involve commissioners, including committee meetings, need to be posted
in the same fashion as regular Arts Commission meetings.
7. The boards and commissions will be asked to create their own annual work plan.
ARTS & CULTURE PLAN UPDATE AND DISCUSSION
Manager Schultz updated the Arts Commissioners on the Arts & Culture Plan including the results of
the plan preview survey, new plan elements to include an executive summary, Carlsbad's success
stories, a matrix featuring 54 action items and funding suggestions. He highlighted the top ten
priority actions included in the plan and updated current plans for mobile outreach. The draft of the
plan will be presented to City Council on Tuesday, May 22 for feedback and the presentation of the
final version will be on Tuesday, June 26. Arts Commissioners offered feedback on specific areas of
the draft plan and ways to make the plan easier to read.
SPECIAL ARTS COMMISSION MEETING ON THE EVENING OF JUNE 11TH TO INVITE PUBLIC COMMENT
ON THE ARTS & CULTURE PLAN
Commissioners voted unanimously against having an additional meeting for comments,
stating that there have been sufficient opportunities for the public to make comment on the
plan throughout the process. (7-0-0-0)
CHAIR REPORT
Chair Breslaw and commissioner Barker attended the North County Arts Network (NCAN) quarterly
meeting and encouraged the other commissioners to attend.
CULTURAL ARTS MANAGER REPORT
Manager Schultz reported on recent events reporting that over 400 guests attended the opening
reception of the new exhibit in the Cannon Gallery, Prom Dress: Seventeen on Being 17. Upcoming
events will be the last Starring Artist presentation of the season featuring San Diego Dance Theater
in Dance in Life, and Pine Avenue Community Park opening celebration which includes time to
meet the artist, Jenna Didier. Community arts grant recipient La Costa Film Festival reported that
they will have no Film Festival in 2018 and recognized a commitment to repay grant monies.
Manager Schultz offered a thank you to Tonya Rodzach for her 18 years of terrific service in
Cultural Arts. Tonya is moving to a new position with the city's Communications Department.
COMMISSION COMMENTS
Commissioner Jadhav shared a new program between Mira Costa College and Carlsbad High School
Film Academy which will offer college credit starting next year.
Commissioner Snyder reported that there are musicians playing at the Carlsbad Farmers Market.
Commissioner White reported on awards and events of New Village Arts including awards and
opening of Avenue Q.
ADJOURNMENT
Chair Breslaw adjourned the meeting at 11:07 a.m.
