HomeMy WebLinkAbout2018-08-02; Arts Commission; MinutesARTS COMMISSION Minutes MEETING OF: DATE OF MEETING: PLACE OF MEETING: CARLSBAD ARTS COMMISSION Thursday, Aug. 2, 2018 Board Room Carlsbad City Library 1775 Dove Lane Carlsbad, CA CALL TO ORDER: Chair Cathy Breslaw called the meeting to order at 9:15 a.m. ROLL CALL: Present: Commissioners Barker, Breslaw, Jadhav, Markovits, Schmidt, Snyder & White Absent: None Staff: Cultural Arts Manager Richard Schultz; Community Arts Coordinator Megan Gilby; Programs and Venues Coordinator Karen McGuire; Senior Office Specialist Sandra Riggins; Technical Assistant Chase Dougherty; Library & Cultural Arts Director Heather Pizzuto APPROVAL OF MINUTES: By proper motion, the Arts Commission approve the minutes of the June 7, 2018 Arts Commission training meeting (7-0-0-0), the June 7, 2018 regular Arts Commission meeting (7-0-0-0) and the June 13, 2018 special Arts Commission meeting (7-0-0-0). PUBLIC COMMENT Public Comments were made at the end of the meeting due to a location notification error. ELECTION OF CHAIR AND VICE -CHAIR Laurenn Barker was elected chair (7-0-0-0) and Bryan Snyder was elected vice -chair (7-0-0-0) ARTS & CULTURE MASTER PLAN Cultural Arts Manager Schultz presented an update on the Arts & Culture Master Plan. The plan was approved by City Council on June 26, 2018. Each commissioner will receive a copy when printing is completed. BOARDS AND COMMISSIONS MASTER ORDINANCE Cultural Arts Manager Schultz presented an overview of the new Boards and Commissions Master Ordinance including a meeting location in the City Council Chambers and the need for each board and commission to create its own work plan. Commissioner Schmidt made a motion to have staff inform Arts Commissioners, via email, of any public meeting involving art. The motion was approved unanimously by the Commissioners. PUBLIC ART UPDATE Programs and Venues Coordinator Karen McGuire presented an update on public art. Aviara Community Park artwork is complete and currently stored at the artist's studio until th,e park construction is completed. Adonna Khare will be onsite to install her temporary mural art inside the vestibule of the Cultural Arts Office. Installation will occur Aug. 14-17 with additional carbon drawings drawn on the wall to extend the artwork. The temporary public art Carlsbad Beach Chair pilot program will be unveiled at Carlsbad Art in the Village on Aug. 12, 2018 at noon. lithe first chair is successful, other chairs may be added to the collection at a later time. Revisions are being planned for the public art located at Pine Avenue Community Park including updating the drinking fountain to align with the original renderings and planning documents. CHAIR REPORT Outgoing chair Breslaw thanked her fellow commissioners for an opportunity to chair the commission and wished the new chair and vice -chair well in the upcoming year. CULTURAL ARTS MANAGER REPORT Manager Schultz updated the Commissioners on upcoming events. COMMISSION COMMENTS Various commissioners have attended TGIF concerts this season and expressed appreciation for a job well done. Commissioners announced the 2018 Boards & Commissions Appreciation Event on Thursday, Sept. 6, the signing of a lease with the cafe area at Carlsbad City Library and events sponsored by the Carlsbad Chamber of Commerce and other arts organizations in the city to include, Flicks at the Fountain, the Carlsbad Art Wall, and New Village Arts production of Legally Blonde. One commissioner expressed concern at the elimination of a longstanding mural on private property due to new development. PUBLIC COMMENT Storm Marquis introduced herself as a representative for Carlsbad Music Festival and announced the festival dates, Aug. 24-26, 2018. Sergei Lourov introduced himself to the commission and asked to be added to the list of artists to be considered for future projects.
