HomeMy WebLinkAbout2019-05-02; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: Call to Order ARTS COMMISSION CARLSBAD ARTS COMMISSION Thursday, May 2, 2019 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA Chair Laurenn Barker called the meeting to order at 9:00 a.m. Roll Call Present: Absent: Staff and guests: Approval of Minutes Commissioners Barker, Chamberlain, Jadhav, Markovits, Schmidt, & Snyder Commissioner White Cultural Arts Manager Richard Schultz; Technical Assistant Chase Dougherty; Community Arts Coordinator Laurette Garner; Community Arts Coordinator Megan Gilby; Programs and Venues Coordinator Karen McGuire; Senior Office Specialist Sandra Riggins The commissioners approved the minutes of April 4, 2019 as amended (4-0-1-1 with White absent and Chamberlain abstaining). Public Comment None Introduction of New Arts Commissioner Michaela Chamberlain was introduced to the commission and gave a brief outline of her background and interests. Manager Schultz reviewed the steps involved in the new process by the City Council for selecting commissioners and board members. Discussion of Art Commission Ordinance Each board and commission has been asked to review the Arts Commission ordinance detailing their responsibilities to determine if anything should be updated and/or revised . Commissioners reviewed and discussed the existing Arts Commission Ordinance. Any proposed revisions may include updating references to the Arts & Culture Master Plan and Imagine the Possibilities, along with the arts element of the General Plan. In the future, any changes would be submitted to the City Council for review, comment and approval. TGIF Concerts in the Parks 2019 Preview Community Arts Coordinator Megan Gilby announced the bands who will play in the 2019 TGIF Season which includes three concerts at Stagecoach featuring Safety Orange, Uptown Funk and Sully & the Souljahs; two concerts at Poinsettia featuring Pop Vinyl and Urban Renewal Project; two concerts at Calavera Hills featuring Rumba y Soul and Unsteady; and two concerts at Alga Norte featuring Gene Evaro Jr., 80z All Starz and Cassie B. Project. There will also be five new food vendors with a large variety of options. Chair Report Chair Barker shared results of the initial meeting of the Business Outreach Committee. The committee members will be meeting with the new Executive Director at the Carlsbad Chamber of Commerce Bret Schanzenbach on May 9th. They will be asking members of the community to sit on the Business Outreach Committee. Cultural Arts Office Report Manager Schultz provided a staff list of part-time and full-time employees of the Cultural Arts division. On Tuesday, May 7, Manager Schultz will be presenting to City Council a review of the Arts & Culture Master Plan implementation for the past year and a request for approval on upcoming initiatives in FY2019-20 including a STEAM pilot program, guest artist residency and a 10 percent increase to grant funding. Commissioners discussed what they would like shared with the City Council in a joint statement delivered by chair Barker at the City Council meeting; they emphasized that the statement should include the value of these initiatives to the community. The consultants for the Venue Feasibility Study and Market Survey, Webb Management Services Incorporated, will be onsite for stakeholder interviews in early June. Commissioners expressed a preference for phone interviews in May and to extend an invitation to the consultants to attend the June Arts Commission meeting if available. Commission Comments Commissioners reported on their advocacy efforts including Carlsbad Music Festival Eclectic Lawn Series, an invitation to Arts Commissioners to view the Carlsbad Art Wall featuring the first international artist and presented information about the Museum of Making Music's Accordion series funded by a Community Arts Grant from the City of Carlsbad. Commissioners also discussed the Carlsbad Charitable Foundation's recent grants for performing arts. Commissioner Chamberlain praised the Cannon Gallery staff for the exhibition of Tinta Y Lucha and its representation of the Chicana experience. Commissioners invited everyone to attend the reception at 5 p.m. on Friday, May 10th with CLAF. Commissioner Schmidt would like to add an agenda item to discuss increased interaction with local support organizations, the Carlsbad Friends of the Arts and Carlsbad Library and Arts Foundation. Adjournment Chair Barker adjourned the meeting at 10:13 a.m.
