HomeMy WebLinkAbout2019-06-06; Arts Commission; MinutesMEETING OF: DATE OF MEETING: PLACE OF MEETING: Call to Order ARTS COMMISSION CARLSBAD ARTS COMMISSION Thursday, June 6, 2019 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA Chair Laurenn Barker called the meeting to order at 9:00 a.m. Roll Call Present: Absent: Staff and guests: Approval of Minutes Commissioners Barker, Chamberlain, Jadhav, Markovits, Schmidt, Snyder & White None Cultural Arts Manager Richard Schultz; Technical Assistant Chase Dougherty; Community Arts Coordinator Laurette Garner; Community Arts Coordinator Megan Gilby; Programs and Venues Coordinator Karen McGuire; Senior Office Specialist Sandra Riggins; Mimi Kim Administrative Assistant, Peter Kalivas from The PGK Dance Project and Gita Nassiri from Carlsbad Library and Arts Foundation The commissioners approved the minutes of May 2, 2019 as amended (4-0-1-1 with White absent and Chamberlain abstaining). Public Comment Scott Bruckner, membership director of Carlsbad Oceanside (COAL) Art Gallery introduced the COAL children's show and their high school scholarships awards. The winners of the scholarships are given every year to local high school students. In July, their artwork will be displayed in the COAL Gallery. Charles Dozer, president of the COAL Art Gallery, announced they are going to change the name of the gallery to North Coastal Art Gallery. Mr. Dozer presented their programs and invited the commissioners to come to the gallery. Art exchange will happen in September with the city of Karlovy Vary, Czech Republic and Carlsbad Artists will be showing in May. Mark Columne, Art in the Village introduced himself. He sits on the board of directors for New Village Arts and is a staff member at Carlsbad Village Association (CVA). New Village Arts will be performing Little Shop of Horrors through the summer. CVA will be working with Hands of Peace mural program. Art in the Village will celebrate their 21'1 year on August 11, 2019. Museum Conference Update Karen McGuire and Laurette Garner presented an update on their recent attendance at the Museum Conference in New Orleans, Louisiana. Grantee presentation: The PGK Project Peter Kalivas from The PGK Project presented to the commission of the program performed in Carlsbad supported by Community Arts Grants funds. Increased interaction with the local arts support organizations -Carlsbad Library & Arts Foundation and the Carlsbad Friends of the Arts Gita Nassiri from the Carlsbad Library and Arts Foundation (CLAF} has 4.5 million dollars in funds (mostly in endowments). They are looking forward to working with the Arts Commissioners. A poll was taken to determine if commissioners would be interested in representing at the meetings of the support organizations. Commissioners Markovits and Chamberlain expressed interest along with Jadhav and Barker as substitutes. Chair Nassiri will discuss with the board of CLAF about an arts commissioner attending regularly as a non-voting member and, if approved, will extend an invitation to attend. Chair Nassiri invited the commissioners to join the CLAF email list and to attend the upcoming Gala. Action Item: Vote to add a report on the Carlsbad Library and Arts Foundation and Carlsbad Friends of the Arts to the Arts Commission each month (if approved by the governing boards of the respective organizations). Barker and Schultz will draft a letter requesting involvement Approved (7-0-0-0) Business Outreach Committee update Commissioner White reported on the business outreach committee. May 9 commissioners White and Barker met with Bret Schanzenbach discussing potential ideas. The ideas were well received and Mr. Schanzenbach would like to meet again and discuss more ideas, especially Business Parks After Dark. Schultz has reached out to representatives from the Community & Economic Development Department and Carlsbad Unified School District to determine ways that they can become involved. Public Art Update Manager Schultz presented an update on the Public Art Program including current and future projects, funding, maintenance and staffing. Manager Schultz discussed the need for an additional staff member as a specialist in Public Art. The proposal was not put forward by the city manager's office. · The city passed a vision document, master plan and have allocated funds, but have not allocated staffing positions to be able to implement the funds and the plans. A discussion ensued about the role, if any, the Arts Commission could play in encouraging the city council to approve additional staffing to implement the public art program. Action item: The Arts Commission voted unanimously (7-0-0-0) to draft a letter to the City Council expressing support for the cultural arts programs of the city and requesting the City Council approve a full time public arts coordinator to assist in the implementation of public arts aspect of the Arts and Culture Master Plan. A summary will be written and Commissioner Barker will draft a letter and present it to city council. Chair Report Chair Barker was very impressed with the Manager's report to the City Council on the update of the Arts & Culture Master Plan. The City Council was very positive in their reception. She attended City Council meeting and presented an endorsement of the budget initiatives. Cultural Arts Office Report Manager Schultz discussed TGIF and Cinema Club. He will be attending Americans for the Arts Annual Conference in Minneapolis. Consultants for the venue feasibility study completed in-person interviews yesterday. The first draft of their report will come in Early July and the report will likely be presented in September. The Cultural Arts Office is launching its first musical theater camp this summer, an artistic residency with North Coast Repertory Theatre. Commission Comments Commissioners reported on their advocacy efforts over t he past month and announced upcoming events. Alley Arts Festival in Vista is happening Sunday, June 9. A mass surfing event called Slama rack near Tamarack Beach involved 150-200 participants. This event was a spontaneous creative expression that was promoted solely by . social media. A new mural will be completed on the Carlsbad Art Wall on the 15th and 16th of June. Oceanside Museum of Art first Friday Art Walk is happening this summer. Carlsbad High School Film Academy extended their partnership with Mira Costa College. There will be 3 classes (9 units) where students can earn college and high school credit simultaneously.
