The commissioners approved the minutes of June 6, 2019 as amended (5-0-2-0 with Chamberlain and Markovits
absent).
Public Comment
Jim Strickland of San Diego presented his idea of preserving the Encina power station stack to be utilized as a I
public art canvas. He requested the arts commissioners become involved in saving the stack and asked them to
advocate with the City Council.
Gerrie Kay Boone acquiesced her three-minute allotment to Jim Strickland.
Charles Dozer, President of Carlsbad Oceanside Art League, updated the commission on upcoming events
including the annual open show and invited the commissioners to the reception Sunday, Aug. 4 from 3-5 pm.
The Karlovy Vary Sister City display will host a reception on Sept. 8.
Scott Bruckner, membership director of Carlsbad Oceanside Art League, distributed the directory of the Art
League. He shared a letter of appreciation received from a scholarship recipient.
Robert Wilkinson presented comments about natural, organic and existing public art. Mr. Wilkinson is involved
in Imagine Carlsbad. He reported that some eucalyptus trees are coming to the end of their life span on Grand
Avenue and he would like to see one of the very old trees cut down, leaving the main part of the trunk and then
have the city hire an artist to carve the remaining trunk into a public art piece.
Election of Arts Commission Chair and Vice-Chair
Commissioners voted to table the election until next month (5-0-2-0 with Markovits and Chamberlain absent).
Business Outreach Committee update
Chair Barker included this report in her chair report (see below).
Community Arts Grants update
Megan Gilby, Community Arts Coordinator, presented to the Arts Commission the 2020 Community Arts Grants
guidelines. The guidelines were reviewed in advance by the grants subcommittee with two members of the Arts
Commission. Significant changes include the following: The grantees may participate in a question and answer
period with the panelists. There will be two panels, one for educational institutions and the other for arts
organizations. The financial health and sustainability will be re -reviewed by staff prior to going to the panel,
allowing the panel to focus on the project. The timeline will be adjusted to align with the city fiscal year and the
school year for education grants and the 2020 cycle will be abbreviated. The 2021 cycle will run July 1, 2020
through June 30, 2021.
Action Item: Commissioners voted to approve the changes to the Community Arts Grants Program (5-0-0-2
with Chamberlain and Markovits absent). ·
Americans for the Arts conference recap
Manager Schultz presented his experience at the Americans for the Arts conference in Minneapolis.
He reported an emphasis on partnerships, creating access and equity, celebrating diversity and pursuing creative
placemaking. He attended the public art pre-conference and showed slides of interesting public art. He met with
Jessica Stern, Private Sector Initiatives Program Manager regarding the arts collaborating with businesses. And
finally, he toured Hopkins, Minnesota, a town of 17,591 residents who have embraced art as an important way
to build community and add economic impact.
Chair Report
Chair Barker congratulated Commissioner White for being named Carlsbad Citizen of the Year.
She then reported that she, Commissioner White and Cultural Arts Manager Schultz of the Business Outreach
Committee met with the president of the Carlsbad Chamber of Commerce, Bret Schanzenbach. They will kick off
their joint effort with a chamber sponsored event at Grey Hawk Business Center on Oct. 16 from 5-7 p.m.
pending final details. The event will utilize the city's mobile stage. Also on Oct. 16, the committee will make a
presentation to the Chamber Board of Directors about other possibilities. Other joint ventures include Nov. 3
and May 4 at the Carlsbad Village Street Fair.
Cultural Arts Office Report
Manager Schultz congratulated Commission White on Citizen of the Year. He reported that the Cultural Arts
budget was approved, including an increased $8,000 in grant funding, part time staff approval, a teen summer
employment and a full time public art coordinator position. A public art maintenance fund for $35,000 was
included in the budget. Thanks to the Arts Commission for their support of the new public art position.
The new public art beach chair will be unveiled at Art in the Village on August 11, where the stage and Family
Open Studios will be featured. The Cole mural committee will select the mural artist on Aug. 22. Pine Avenue
Park is almost complete. The willow trees will be assessed at a later date.
Staff reviewed the venue feasibility plan and the changes will be forwarded to Webb Consultants. A
presentation to city council is being planned for the fall.
Commission Comments
Commissioners reported on their advocacy efforts including announcing Carlsbad Music Festival this weekend
and the grand opening of Chapters Cafe at the Dove Library. Commissioners also announced that the Friends of
the Arts needs more help at the events including volunteers and board members. Commissioners reported that
Art in the Village will be introducing a new interactive community mural in the Village. Commissioner Snyder
asked to add a discussion of the Encina Power Plant stack at a future Arts Commission meeting.
