HomeMy WebLinkAbout2017-12-06; Carlsbad Tourism Business Improvement District; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CALL TO ORDER: ROLL CALL: DISCUSSION ITEMS: MINUTES CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT SPECIAL BOARD MEETING December 6, 2017 3:00 p.m. 1635 Faraday Avenue, Room 173A, Carlsbad, CA 92008 Board Member Stripe called the meeting to order at 3:00 p.m. He turned the meeting over to Ulrich Samietz to act as Chair since the item on the agenda he had to recuse himself from. Present: Stripe, Idris, Malaspina, Samietz, Sims (arrived at 3:01pm), Canepa Absent: None Ill. AB 12-17-157 GROUP INCENTIVE PROGRAM REQUEST Consider funding of group incentive program request that is outside guidelines. Visit Carlsbad has requested an exception to the group incentive program for the following request that did not meet the guidelines since the request did not go through Visit Carlsbad. Gallo Business Media -The Jewelers Summit -Sheraton-$3,000 Visit Carlsbad presented the request and reminded the board that they will be bringing recommendations to revise the Group Incentive Program at the January meeting since they keep having to bring forward requests that are exceptions to the guidelines. Assistant City Attorney, Ron Kemp, had some input to the Board. He read to them the following: From the Carlsbad Municipal Code: 3.37 .070 Use of proceeds from assessments. The proceeds of the additional hotel business assessment shall be spent to administer marketing and visitor programs to promote the City of Carlsbad as a tourism visitor destination and to fund projects, programs, and activities, including appropriate administrative charges, that benefit hotels within the boundaries of the district. Funds remaining at the end of any CTBID term may be used in subsequent years in which CTBID assessments are levied as long as they are used consistent with the requirements of this section. The city council of the City of Carlsbad shall consider recommendations as to the use of said revenue made by the advisory board created by Section 3.37.100 of this chapter. From the Parking and Business Improvement Area Law of 1989 found in Streets & Highway Code 36500-36551 October 23, 2017 Carlsbad Tourism Business Improvement District Board Meeting Page 2 The definition of "improvements" 36510. "Improvement" means the acquisition, construction, installation, or maintenance of any tangible property with an estimated useful life of five years or more including, but not limited to, the following: (a) Parking facilities. (b) Benches. (c) Trash receptacles. ( d) Street lighting. ( e) Decorations. (f) Parks. (g) Fountains. The definition of "activities" 36513. "Activities" means, but is not limited to, all of the following: (a) Promotion of public events which benefit businesses in the area and which take place on or in public places within the area. (b) Furnishing of music in any public place in the area. ( c) Promotion of tourism within the area. ( d) Activities which benefit businesses located and operating in the area. Tim Stripe pulled the item AB 12-17-157 from the agenda. On a motion by Gary Sims, seconded by Kim Malaspina, the CTBID Board unanimously agreed to appoint Ulrich Samietz to a subcommittee to work with staff and Visit Carlsbad to bring back recommendations to the Group Incentive Program at the next CTBID Board meeting. IV. NEXT MEETING The Board had previously scheduled the next meeting January 24 at 2:00 p.m. Agenda topics to include: 1. Visit Carlsbad mid-year report 2. Airline purchase by Ted Vallis 3.
