Also present i i were City Manager Slater, City Attomey Wilson and City i ; Clerk Adams. I I I i Water Ordinance. 1 : The Mayor requested the Director of Finance to give his I i report. I I i Mr. Scholink stated his interpretation of the remarks i ; made at the last Special Meeting was the property owners ; i wanted the tap charge removed and that they receive so i ! : Cmn. Hughes asked if there was an average water rate, i i and Mr. Scholink informed the Council there was not. i The City is attempting to make the rates more uniform : ! throughout the system. I I i Mr. Cheadle stated in accordance with this tap charge the i : rate is based upon the number of outlets you have in the I i apartments. I I Mr. Scholink stated it would depend upon the size of the i i meter plus the number of units. 4 I i Mr. Dunham stated it was his understanding it cost more i : to deliver water to a residence than to an irrigation user. : i Mr. Dunham was informed it cost approximately $30.00 : i irrigation water. I i The following proposal was submitted by Mr. Scholink, ! ; showing a schedule of minimum charges following the lined i of the present ordinance with the exception that 400 cubic ; ; feet of water is included in the minimum charge: 1 I t 4 I e I i 1 I I I 1 I I : ; many cubic feet of water with the minimum charge. I I : Mr. Scholink stated this was over and above the informa- i i tion that he had available tonight. This would also involve i I the Engineering Departrhent as to how much it would cost ; : to reroof the reservoirs, etc. We are trying to take care i i of the maintenance through the stand-by charge. 1 I i A question was asked if the rates were set a little high, i ; and over a period of five years there were additional funds) I how would these additional funds be handled? Would the : : money be refunded to the users or would it be used to I i retire the bonds? 1 The City Attorney slated what they are trying to do is to i i water works. I i I ' Mr. Cheadle was informed they would have to have the ; : ! approval of the Council. I I i Discussion was given as to making the Water Department ! : crew, etc. I ' i Mr. Scholink Stated when the City purchased the Carlsbadi I Mutual Water Company and the Terramar Water Company! : the financing was put into his department and the mainten-: I ance and field work was put in the Engineering Departmen!. i The City Manager stated it is the function of the City : Manager to be over all departments. The financing is i i handled by the Finance Department and the maintenance ! : is handled by the Engineering Department. Some time : i ago we hired an additional man to bring the maps for the i : Water Department up to date and he is paid by the W.ater ; i Department. i Cmn. Hughes asked if all the ranchers paid the same rate? i The City Manager stated prior to this time we had an \ f irrigation rate. Under the present ordinance there is no : : irrigation rate, they go down through the block. Also i i there were some of the ranchers that were paying differen! ; rates, and they have since been refunded. * I i Mr. Pedley asked what was the formula to purchase water? ; Mr. Scholink stated he would be happy to explain this ! formula if he would come into the office. i Mr. Pedley asked why the size of tk meter should make [ ! a difference in the cost as there is still the same amount ; ; of water available. i Mr. Scholink stated when they took over the old Mutual i f hater Co. there were a great many meters in large sizes ; i that were unnecessary, however, they are trying to get i i is due to the maintenance and replacement cost of a r : larger meter. I Mr. Pedley stated he did not feel the agricultural man I i should have to pay such high rates as they do not need firer : and police protectiondueto the fact there are no children : i and buildings to necessitate these services. If you drive : ; out agriculture you will drive out a lot of water users. TGe i flower growers advertise this city more than any other i i agency. I I : After further discussion, by motion of the Council it was ! ! agreed that the City Attorney be instructed to prepare i i a new ordinance in accordance with the recommendation : ; submitted by the Director of Finance. I I I i Mr. Cannon asked why the man who operates the system : i does not give the amount of money it costs to purchase the! i water and what is the amount it costs to run the departmen$? I 0 I ; Mr. Scholink stated it costs the city $30.00 per acre foot i i to purchase the water, however, this is not what it costs I : to deliver the water to the consumer. The rebate is $9. Oq i per acre foot for irrigation. This rebate is made through ! : the County VL:ater Authorities. As to the cost of operating ; ! the department, he did not bring these figures with him : ; this evening. I I 0 I i Mr. Cannon stated there should be a study of the agriCU1- 1 i ; tural water as he farms approximately 130 acres, Agri- ; i culture is the back-bone of the community. 1 I I I I i After further discussion, by motion of the Council the I NdcPherson i former motion was withdrawn, and agreed that the present Bierce i ordinance be held over for further study. i Guevara I ; Neiswender I I I I I i Hughes I I I I I Business License Ordinance No. 6033, Section 42, re: i i Hotels, apartment houses, boardinghouses, rooming I I : houses, lodginghouses, etc. I I The City Attorney stated at the previous meeting held the i i main objection to the $2.00 per year per unit charge I I i seemed to be the vacancy factor. It was suggested at that: : time this section be placed under gross receipts rather ! : than a monthly charge. t i Mr. Pruitt inquired as to how you would report this if i : more than one person owned an apartment house. I I : Mr. Pruitt was informed he would report his share of the i I gross receipts. I i Also if a person owned more than one apartment house, : ; it was agreed that he be allowed to combine all units in i I reporting his gross receipts. I i By a hand vote the majority of the people in attendance : I were in agreement with having their apartments placed i i under gross receipts. I i After further discussion, by motion of the Council it was i i agreed that Section 42 of Ordinance No. 6033 be amended,! ; to provide that hotels, apartment houses, boardinghouses,! McPherson i rooming houses, lodginghouses, etc., be placed under : Bierce : gross receipts, that an owner be allowed to combine all i Guevara i his units in making his report, and that two or more units! Neiswende~ : be charged. i Hughes ! 1 Sewer charge. I I i Mr. Cheadle stated at the previous meeting it was broughj i out that this $1.00 sewer service charge makes a burden ! : on the apartment house owners. I I It was pointed out that these monies are being used to pay i i the interest on the bonds €or the Joint Sewer Project. I i Cmn. Bierce suggested that the Council take this matter i I into consideration at a later date, i By proper motion the meeting was adjourned at 8: 55 P. M.!
