Hughes was i : present at ?:05 P. M. Also present were City Manager i i Marnaux, City Attorney Wilson and City Clerk Adams. : i The Mayor announced this meeting was called for the pur-: ! i Mayor Neiswender stated before any discussion on the i i budget he would like to state this is the first time a budget i has been presented with explanations and he would like to i i compliment the City Manager and the staff. Also he I # i certainly approved of the consolidations that have been i ; made. ! ! ; Cmn. Guevara stated this was certainly the best budget : : he has received in the five years he has been Councilman.! i Cmn. Guevara suggested that this matter be discussed : i after the 90 day probation period. i By motion of the Couilcil it was agreed that $lWQ 00 be i Atkinson : added to the City Manager's budget to provide for a salar$ Guevara i increase at the termination of the probation .period. ; Neiswendc I I 1 * I 8 I b : Jardine 1 I i Hughes I I t 8 i The City Manager informed the Council he had made an i : error in the computation of the Secretary's salary in the i i amount of $21.00, which amount should be added to the ; : total salaries. : General Government: By common consent the Council 1 i agreed to delete the $420.00 provided in the budget for a ; ; felt this was an unnecessary expenditure until such time : : as there are more adequate facilities. i City Attorney: Cmn. Hughes suggested that an increase $ i Atkinson inquired as to how long the City Attorney had i : been with the city, and he was advised Mr. Wilson had i I been with the city for 1 112 years. \ By motion of the Council it was agreed that an increase 04 Atkinson ; 10% be added to the City Attorney's salary, making an : Guevara i annual salary of $11, OW. 00. i Neiswend 8 : Jardine i Finance: Cmn. Guevara inquired of the City Manager if ii i werekiis intent to hire a full time Director of Finance. : : Mr. Mamaux stated he did not feel it was necessary as th4 i present employees were working out satisfactory. '4 + I $ I : or' '8 *' 'd :""""""""""""""""""""""""""""""""-"~"""""""""""~ : Member t Discussion was given to allowing extra compensation fo i i Mr. Greek, who is presently Acting Director of Finance. i i Mr. Greek requested an additional $100.00 ser mor,iih for: : these duties and the City Manager recommended $50.00 r i per month. i Mr. Greek was present and was asked how much time thete : addi tionsl duties entailed. Mr. Greek informed the CounFil i the girls did the actual work, however, everything they 1' : did must be checked by him and this took approximately ; i three hours each day. I The Council inquired as to the duties of the City Treasurek. i Mr. Greek stated he handled the servicing of the 1911 Act: i Bonds. Also he was appointed Purchasing Agent a few ; : years ago, however, he was nut given any additional comj i pensation for this work. I I i Cmn. Hughes asked what portion of his work came under I ! the heading of City Treasurer? ; Mr. Greek informed the Council when the City was incor-i i porated there were no 1911 Act Bonds to service. About : : all the City Treasurer had to do was to sign checks. The! i salary was set at $35.00. Everyone agrees this is a t ! ridiculous salary. Later, when +he City toak on 1011 Act 1 i Bonds for collection, the City Treasurer was given extra : i compensation. The first duty in the morning is make up ! i the deposit for the bank. The City rnnkes a. deposit every: i day. Viher, he returns from the bank he takes care of the 5 i 1911 Act Bonds, collections and answers inquiries from I : the title companies. If necessary he makes a deposit of ; i monies collected fmm. the bonds. Ke also does all the i : purchasing for the city. I I : Cmn. Guevara stated if he is taking the responsibility he i I should be compensated. Cmn. Hughes stated it was his i i understanding the bank will handle the collection of the : : 1911 Act Bonds. ! Mr. Greek stated this was the responsibility of the City : I Treasurer and must be handled by him. The City AttornGv t can verify this. # ! ! i The City Attorney stated this was the customary procedurg. i Cmn. Atkinson stated in his opinion a Director of Financ$ i should have knowledge of accounting and have the ability : : to check the books. Re would not necessarily have to be i i a C.P.A. I Mr. Greek stated he did have this knowledge, as he had : ; been doing this type of work for many years. However, k(e i was not a C. P. A. :: After further consideration, by motion of the Council the ! Atkinson : Acting Director of Finance was given $75. The City Manager stated he woulc! prefer to provide moni+ i in the budget for overtime for the Police Department, as : : they are qualified to handle the situation. Hughes suggested that monies be provided in the i i Police budget for this purpose, and that it be under the i f direction of the Chief of Police. ! ! e t : The City Manager suggested the monies be placed in the : darbor budget for this purpose and that policing of the i lagoon be under the direction of the Chief of Police. i By motion of the Council $I> 000. 00 was provided in the ; Barbor budget for policing the lagoon, and the policing i was placed under the direction of the Chief of Police. M. The meeting re-i ; convened at 9; 10 P, M, 1 I ! ! Parks and decreation: Mayor Neiswender suggested t i that additional funds be provided in the Parks and iZecrea-I I tion budget for use by the Parks and Recreation Commis- ; i sion for the beautification of the city. It was his opinion i ; these funds should be turned over to the Commission, + t ; By motion oi the Co.!mcil it was agreed that $500.00 be i Atkinson i transferred to the Capital Outlay fund of the Parks and i Guevara ; Aecrcation budget. I Neiswende~ i --" was one o t e departments he recommended a two-step I I I I I I I I I I I I I 1 I I I I Jardine & 1 : Hughes I t i Sewer Service Fund: The CYcy Manager advised the Counc$l : during the course of the year we may have to make an i ! adjustment in the sewer service fund. It will depend on ; i the development in the city. The CMWD will meet next : 4 I week to decide whether they will go into the sewer businesg. i Mr. Greek stated he was one oi the ilirectors of the CMWlb i and he has alwzys been against going into the sewer busi- I : ness, A group of property owners requested the sewers : i and a district was formed. Since that time some of the i : property owners have changed their minds due to the i cost involved. I Cmn. Jardine requested a map cf the sewer line that is i I being constructed. ; Santa Fe Depot area. .The Council requested that a letter : !be sent to Bauer Lumber Company requesting the area i i along side the Santa Fe Tracks cleaned. i Gas Tax Funds: Discussion was given as to the proposed I i work for the neit fiscal year, The City Manager was in- t i structed to check into the possibility of resurfacing Jefferion ! Street beyond Las Plores to Vista Way. I I i Advertising and Publicity: The Chamber of Commerce : :has requested $8,900.00 this year. Due to the fact $750. Ob 1 has been provided for the Christmas decoration displayed ! :by the Fire Department, they have reduced their request i i by $250.00. i Mr. Dunham, President of the Chamber of Cor"Ce, in: i formed the Council they received $5,000 froin the City last! ;year and they actually expended more than $5,000 for i advertising. I I : Approval of tentative budget.
