This has been a frustrat- I :ing project. It seems to be in the minds of the ; !Council the inadequacy of the planning. These i :plans have been reviewed by the Library Board of i !Trustees and the Council. The basic factor seems : :to hinge on the growth of the community. The orif iginal scope of the work was done in accordance : !with the American Library standards, They have i :tried to satisfy the Council that they have a I 1 !group (Friends of the Library) who are willing to i !work on this project. In closing Mr. Stauber re-: :quested the Council to call for an election. $ &iR. JACK I<UBOTA, stated in the Council's delibera: itions they want the Master Planners to undertake : ithe validity of a library. In previous action th$ :Council authorized negotiating €or a public works; :yard. If the Council proposes to have the plan- i iners look at this library, then why don't we have: Ithe planners consider other projects such as 8 :public works, etc. :The City Manager informed Mr, Kubota that the tit; :has not proposed to purchase the land for the I :public works yard, and that matter has been dis- i !cussed with the planning consultants.
