Present: Council Members Kulchin, Pettine anc Larson.

TRASH TO ENERGY PLANT UPDATE
City Attorney Vincent F. Biondo reported on the history, continuing litigation, and county activities concernins the proposed San Marcos trash-to-energy plant.
DEVELOPMENT OVERVIEW
Marty Orenyak, Community Development Director, reported on development activity in the southeast quadrant including the proposed Scripps Hospital in zone 18 and the review of La Costa Master Plan.
CIRCULATION/SUGGESTED ROUTES TO SCHOOL
City Engineer, Lloyd Hubbs, explained those circulation projects in or effecting the quadrant including the La Costa Avenue striping, three 1-5 interchanges, the extension of Alga Road, Olivenhain/El Camino Real intersection, and the Rancho Santa Fe Road interim improvements and ultimate realignment.
NEW SCHOOL FACILITIES
Eric Hal 1 , Director of C1 assi fied Personnel and Administrative Services with the San Dieguito High School, explained the boundaries of the Encinitas School District and the San Dieguito High School District, and reported on the background and proposed new facil i ties in the district.
LIBRARY FACILITY
Cliff Lange, Library Director, reviewed past activities, current status, and plans for the library which is to be constructed in the southern part of the City in the future shopping center at the northwest corner of Alga Road and El Camino Real .
POLICE ENFORCEMENT/TRAFFIC
Police Chief Robert Vales explained current and proposed traffic enforcement beats in the quadrant. He a1 so cited crime statistics in the City and gave comparisons to county statistics, and reported on enforcement activities concerning drugs.
REDEVELOPMENT
Chris Salomone, Housing and Redevelopment Director, explained the projects under construction in the redevelopment area of the City.
