The meeting was called to order by Mayor Lewis at 2:36 p.m. with the Mayor, Mayor
Pro Tem Finnila and Council Members Kulchin and Hall present. Also present were
Ray Patchett, City Manager; Ronald R. Ball, City Attorney James Elliott, Administrative
Services Director; Marty Orenyak, Community Development Director; Lloyd Hubbs,
Public Works Director; Robert Vales, Police Chief; Tom Ritter, Fire Department; Capt.
Hawks, Police Department; Jim Boylan, Manager’s Office; Frank Boensch, Manager’s
Office; and Ann Cheverton, Human Resources Director.
The City Manager overviewed the workshop agenda.
Council Member Nygaard arrived at 2:45 p.m.
James Elliott, Administrative Services Director, introduced and explained the history
and status of the goal setting process and reviewed the steps leading up to today’s
special meeting. He began the Departmental Goal update and explanation of
coordination with the budget process with the aid of slides. (Copies of slides are on file
in the office of the City Clerk). He explained the process of connecting Strategic Goals
and Performance Management Plans and the Council’s two-way role in establishing the
City Vision and Strategic Value Statements along with Strategic Goals and Target
InitiativeslPriorities. The Strategic Values can be summarized as financial health,
quality of life expectations, top quality services, timely response to citizens/customers,
employee excellence and a dynamic organization. The Council’s Five Year Vision was
reviewed, namely:
1. Diverse Healthy Economic Base
2. Implement the General Plan and Growth Management to maintain safety and
3. Leadership role in local and regional issues
4. Open government - encourages citizen participation.. . and Carlsbad effectively and
5. Delivers top-quality public services
6. Manages environmental concerns proactively
7. Has a safe and efficient integrated transportation system
8. Maintains small town community spirit
9. Has a community where life-long learning is supported for all ages

He further explained the Leadership Team’s role in developing Operational Goals from
the Council’s Vision and Strategic Goals and the City’s Mission which is to provide top-
quality services to our citizens and customers in a manner that enhances the quality of
life for all who live, work and play in Carlsbad. From the previous considerations, a list
of Operational Goals is established which include:

He then explained the department and program manager’s role which forms the basis
for department/program goals based on the foregoing leading to individual goals which
align with the Council’s Mission, Vision and Values so that they are “line of sight”
individual goals. He then gave examples of appropriate line of sight individual goals
and explained that an individual goal setting workshop would be held for management
employees on May 12 and May 13,1998.
The four Council Strategic Goals lead to 13 organizational goals and over 40
departmental goals leading to 300-400 individual goals. He then introduced Chief
Vales who explained the Strategic Goal of top-quality services.
Chief Vales continued that the Council’s Vision Statement that Carlsbad efficiently and
effectively delivers top-quality public service leads to the Strategic Goal Statement that

the City ensures the effective and efficient delivery of top-quality services to our
community. This links to th’e operational goal of providing timely responses that result
in high customer satisfaction. He then listed department/program goals that support the
Operational Goals, namely:
I. Establish standards across the City services which meet or exceed customer

He likewise explained other Operational Goals with the aid of slides. In response to
Council Member Finnila’s inquiry regarding the time horizon for longer range visions,
Jim Elliot explained that the Operational Goal of constructing, maintaining and
operating facilities that support top-quality service delivery in conformance with City
budgets and standards anticipates maintaining an effective Capital Improvement
Program that supports the planned provision of City facilities and services. The time
arising for the Capital Improvement Program extends through the City’s buildout.
Chief Vales then introduced Marty Orenyak, Community Development Director, who
presented the Strategic Goal of Economic Development and Financial Health. This
goal aligns with the Council’s Vision Statement that Carlsbad’s diverse and healthy
economic base provides opportunities for employment to the residents of Carlsbad,
economic vitality to the community, and the necessary revenues to support City
services. A Strategic Goal arises from this Vision that Carlsbad creates diverse, broad-
based economic opportunities leading to a series of Operational Goals that the City
develop a comprehensive financial plan and implement long-term strategies that:
0 Provide revenues to maintain high quality services
0 Protect local revenue sources
0 Promote private sector economic growth
0 Promote responsible cost management
0 Enhance revenues.
It also signifies that the City !will attract and retain target industries, businesses and jobs
that result in improved economic health, and that it will develop, maintain and enhance
high quality standards in the area of development, City services, communications and
fiscal policies that result in a high quality of life that supports economic health. These
Operational Goals lead to a series of department/program goals as explained by the
Community Development Director with the aid of slides. He then introduced Public
Works Director Lloyd Hubbs who, in turn, reviewed the Council’s Vision Statement that
Carlsbad has a safe and efficient integrated transportation system services and the
Council’s Strategic Goal that the City integrate a comprehensive and efficient
transportation system which moves people, goods and services. From those principals

an Operational Goal was established that the City will develop programs and policies in
partnership with other transportation authorities that result in a fully integrated, efficient,
cost-effective transportation system. This leads to the departmentlprogram goals as
follows:
1. Participate in developmerlt of programs to provide integrated transportation services
(Community development, Public Works, Public Safety)
2. Establish a task force of staff and outside agencies to create recommendations for a
better integrated transportation system (Engineering, Streets, Community
Development)
3. Sponsor workshops with North County Transit District to develop Carlsbad's transit
priorities in relationship to regional transportation needs (Engineering, Community
Development)
'4. Provide public safety resources and expertise to promote safe and efficient
transportation systems (Public Safety)
Mr. Hubbs continued the explanation of Operational Goals with the aid of slides.
The Council was in recess from 3:45 p.m. to 3:55 p.m.
Mr. Hubbs then introduced Assistant City Manager Frank Mannen who reviewed the
City Council's Vision Statement that Carlsbad has a community where continuous and
life-long learning are supported and embraced for people of all ages and the Strategic
Goal of enhancing the edu'cational opportunities for all segments of the community.
This leads to a series of Operational Goals which he explained with the aid of slides.
The Operational Goal to develop, maintain and enhance programs that result in an
informed, knowledgeable and involved public through enhanced community dialogue
leads to a series of departmenVprogram goals as follows:
1. Provide information about Carlsbad and our services to the public including
information on current and future development, cultural arts information, employment
opportunities, how to do business with the City and how to obtain services (Arts,
Purchasing, Public Works, Community Development, Information Systems, Human
Resources)
2. Offer public education programs and classes including topics such as Juvenile Fire
Intervention, Public Safety, Recreation Instructional Classes, City Budget and
financial processes (Finance, Public Safety, Recreation, Seniors Program, Library)
3. Develop and implement programs to increase awareness of and opportunities for
public participation on City Boards, Commissions, and Committees (City Clerk, all
MSAs)
4. Other community-wide, multi-cultural events co-sponsored by the Library and Arts
offices (Library, Arts)

He further enumerated other Operational Goals with the aid of slides.
The City Manager summarized the process and requested City Council input and
feedback and individual Council Members commented on the process, structure and

the overall effectiveness of this workshop. The Council then continued its discussion of
the workshop and the corresponding principals involved in it and gave further feedback
during its dinner discussions.
The Mayor then recapped the meeting, announced its occurrence to the public, thanked
staff and adjourned to the regular City Council meeting at 6:OO p.m. held at the Public
Safety Services Center.
