AB # 16,086 - ADOPTION OF A COUNCIL POLICY STATEMENT REGARDING ACCEPTANCE OF CIRCULATION ELEMENT ROADWAYS INTO THE CITY ROAD SYSTEM. City Attorney Ron Ball gave the staff report concerning the creation of Council Policy Statement No. 63, establishing a policy on the acceptance or conditional acceptance of Circulation Element roadways or portions of such roadways into the City street system. Miles Kaplan, 193 1 Intrepid Way, Vista, stated that he is the originator of the “BoycottCarlsbad.com” website which promotes the construction of the Carlsbad-Vista Melrose linkage. Mr. Kaplan urged that Melrose be built to alleviate the traffic congestion on Palomar Airport Road at Industrial Way. David Stoffel, 4705 Edinburgh Drive, stated his support of Council’s delay in opening College Boulevard. He stated that the solution to the opening of the road is in the expedition of the missing circulation linkages. Joan Flanagan, 2988 Ridgefield Ave., stated her support for the Council and their delay in opening College Boulevard. She stated she is glad the city is researching the circulation issues. She also stated that Council, being responsible for the proper flow of traffic, understands the impact of traffic on the residents. Sally A. Hannon, 2832 Englewood, stated that she is proud of the leadership in Carlsbad. Ms. Hannon stated that she is in favor of the opening of College Boulevard only after the traffic and safety impacts have been addressed. Tom Flanagan, 2988 Ridgefield, stated that he represented three other Calavera Hills residents who were delayed in their Council appearance. Mr. Flanagan discussed the number of children and schools that would be impacted by the opening of College Boulevard and the potential of 12,000 additional cars per day on city streets. He stated that child safety is a primary concern of the circulation patterns. Honda McFadden, 37 19 Sandpoint Ct., an emergency room nurse, stated her concerns regarding the barricade at the entrance to College Boulevard in Carlsbad. She asked that Emergency Medical Service vehicles be allowed to use this route on their way to Tri-City Hospital. As a solution for the barricade issue, Ms. McFadden suggested a gate that Paramedics could unlock or spikes that are prohibitive on ingress but not on egress to Tri-City Hospital. February 27,200l CITY COUNCIL (Special Meeting) Page 2 Bernice Hill, 2984 Ridgefield, stated that the noise levels, gridlock and safety are areas of concern if College Boulevard is opened. She thanked the Council for standing firm in their convictions regarding this circulation issue. Bob Seaman, 2921 Lancaster, stated that he does not believe that College Boulevard can support the projected trafftc numbers. He stated that there will be problems resulting from the over taxing of this road and does not believe this circulation concept will work. Marilyn Hope, 4558 Cape Cod Circle, expressed her concerns regarding the safety of children because of too many vehicles using College Boulevard. Gordon Archibald, 2714 Avalon Ave., stated he would prefer that the barricade on College Boulevard remain in place. He stated that he has seen traffic increase over time. Barney Feldman, Oceanside, displayed a picture of a sign near College Boulevard that cites a California vehicle code. Mr. Feldman stated that the code references laws pertaining to construction areas and questioned whether this is valid at this site. RECESS: At 7:00 p.m. Mayor Lewis declared a recess. At 7:04 p.m. Mayor Lewis returned to the dais and all Council Members were present. CONTINUATION OF ITEM #l: Sylvia Pollard Taylor, 4555 Essex Court, thanked Council for supporting the barricade at College Boulevard. She stated that three times a week she travels west on Tamerack and traffic is already backed up. She is concerned that if College were opened the traffic might back up onto El Camino. Hugh McGrane, 4560 Cape Cod Circle, stated that there are three areas of traffic signal failure (signals are too short). He stated the problem signals were on Tamerack, El Camino Real, and the Carlsbad Village Drive areas. He stated that the city would need extra signal lights if College were to be opened. John Jones, 3292 Roosevelt, urged Council to control traffic through the use of feeder streets such as Cannon, Faraday and College. He stated that the city has the right to keep College closed. Don Rosen, 4948 Feebs Way, Oceanside, encouraged Council to consider the regional needs of Oceanside and Vista. He stated that the city must not become isolated from the region. City Attorney Ron Ball discussed the Vehicle Code signage issues brought up by Mr. Feldman. He stated that the City would look into the actual location and placement of the sign. Mayor Lewis stated that the Attorney’s office was researching the emergency use of College to Highway 78. Council Member Hall briefly explained the construction of road systems within the City. February 27,200l CITY COUNCIL (Special Meeting) Page 3 ACTION: On motion by Mayor Pro Tern Kulchin , Council adopted Council Policv Statement No. 63, announcing the Council’s policy for acceptance of Circulation element roadways into the City road system., and Council also approved the amendment of Council Policy No. 63 by the addition of the document “Background Information on Street Development in G&bad”.
