PLEDGE OF ALLEGIANCE; Council Member Wood led the Pledge of Allegiance. PRESENTATIONS: Mayor Hall presented Vincent Kitch, Cultural Arts Manager who spoke ofthe upcoming TGIF Concerts in the Parks series. Mr. Kitch introduced Joann Johnson, President ofthe Carlsbad Friends ofthe Arts who presented the City with a donation of $25,000 to assist with the TGIF Concerts in the Parks and other art programs in FY 2015. Ms. Johnson introduced Lek Iwaisko, Co-owner of PCH Litho Printing who has given an in-kind donation valued at $10,000 by providing the printing of flyers for the TGIF event for free. Council Member Schumacher presented a proclamation in recognition of Parks and Recreation Month to Matt Simmons, Vice Chair ofthe Parks and Recreation Commission. APPROVAL OF MINUTES; None. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Motion by Mayor Pro Tem Packard and seconded by Council Member Blackburn to approve items 1- 12 and 14-17, motion carried 5-0. Item # 13 pulled for presentation of information on the cleanup and progress recovery from the Poinsettia Fire. Fire Division Chief, Mike Calderwood and Glen Van Peski, Director of Development Services updated the Council on the progress and the Fire Recovery Team, a group of staff members that has been created to work with residents and community in five (5) specific areas: finance, engineering, damage assessment, parks and recreation and environmental. Motion by Mayor Pro Tem Packard and seconded by Council Member Blackburn to adopt Resolution No. 2014-157, 5-0. CITY OF CARLSBAD CITY COUNCIL MEETING MINUTES June 24, 2014 1. AB #21,644 - Adopted Resolution No. 2014-142, accepting a cash donation of $25,000 from the Carlsbad Friendsof the Arts and an in-kind donation of services totaling $10,000 from PCH Printing, in support of the 2014-2015 Cultural Arts Office programs and the 2014 TGIF Concerts in the Parks summer concert series. 2. AB #21,645 - Adopted Resolution No. 2014-143, to deaccession Raul Guerrero's artwork entitled "Message in a Bottle" from the City's Public Art Collection. 3. AB #21,646 - Adopted Resolutions (3) calling, consolidating and adopting regulations for the November 4, 2014 General Municipal Election: (a) Adopted Resolution No. 2014-144, calling and giving notice of a General Municipal Election to be held on Tuesday, November 4, 2014, for the Election of certain officers as required by the provisions ofthe laws ofthe State of California relating to charter cities; and (b) Adopted Resolution No. 2014-145, requesting the Board of Supervisors of the County of San Diego consolidate the General Municipal Election to be held in the City of Carlsbad on Tuesday, November 4, 2014, with the Statewide General Election to be held on that date pursuant to section 10403 ofthe Elections Code; and (c) Adopted Resolution No. 2014-146, adopting regulations for candidates for elective office pertaining to the Candidates' Statements submitted to the voters at the General Municipal Election to be held in the City of Carlsbad on Tuesday, November 4, 2014. 4. AB #21,647 - Adopted Resolution No. 2014-147, approving the purchase of liability insurance through Alliant Services Inc.'s California Municipal Excess Liability (CAMEL) Program. 5. AB #21,648 - Adopted Resolution No. 2014-148, approving the purchase of property insurance through Alliant Services Inc.'s public entity property insurance program for FY 2014-15. 6. AB #21,649 - Adopted Resolution No. 2014-149, authorizing the renewal of excess workers' compensation insurance coverage for FY 2014-2015. 7. AB #21,650 - Adopted Resolution No. 2014-150, adopting annual benefit assessments for the Buena Vista Channel Maintenance District Benefit Area No. 1. 8. AB #21,651 - Adopted Resolution No. 2014-151, approving the Sewer Easement Agreement and Quitclaim Deed with Cabrillo Power I LLC for the Agua Hedionda Sewer Lift and Force Main Replacement, Project No. 3492. 9. AB #21,652 - Adopted Resolution No. 2014-152, approving contract documents and authorizing the City Clerk to advertise for bid a Retrofit ofthe Field Lighting System at Calavera Hills and Stagecoach Community Parks - Contract No. PWS 14-38PKS. 10. AB #21,653 - Adopted Resolution No. 2014-153, awarding the contract to Burtech Pipeline for the Northwest Quadrant Storm Drain Program and Concrete Repair Program (Basswood Avenue and James Drive) in the amount of $327,999.90, Project Nos. 6608 and 6013. AB #21,654 - Adopted Resolution No. 2014-154, approving plans and specifications and authorizing the City Clerk to advertise for bids for the 2014 Slurry Seal Project No. 6001-14SS. 12. AB #21,655 - Adopted Resolution No. 2014-155, authorizing the filing of a grant application to the State of California for a Coastal Commission Local Coastal Program Planning Grant to update and certify the city's local coastal program; and. Approval of Resolution No. 2014-156, authorizing the filing of a grant application to the State of California for work that supports an update ofthe city's Local Coastal Program to address sea-level rise. 14. AB #21,657 - Adopted Resolution No. 2014-158, authorizing the settlement of the workers' compensation claim of Karl Kettler. 15. AB #21,658 - Adopted Resolution No. 2014-159, approving a reimbursement agreement with Bent- West, LLC for Special Financing District Formation Deposits-Community Facilities District for Local Facilities Management Plan: Zone 15. 16. AB #21,659 - Adopted Resolution No. 2014-160, establishing the Fiscal Year 2014-15 special tax for Community Facilities District No. 1. 17. AB #21,660 - Accepted and filed the report on City Investments as of May 31, 2014. ORDINANCE FOR INTRODUCTION: 18. AB #21,661 - First reading and introduction of Ordinance No. CS-256, amending Title 10, Chapter 10.28 of the Carlsbad Municipal Code by the addition of Sections 10.28.993 and 10.28.994 to require stops on Park Drive at its intersection with Hillside Drive. City Manager Sarkozy presented the item. City Attorney Brewer introduced the Ordinance by title only. No Speakers. ACTION; Introduced Ordinance No. CS-256 by title only and scheduled the second reading and adoption of ordinance for a future meeting. Motion by Mayor Pro Tem Packard, and seconded by Council Member Blackburn, 5-0. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: Mary Anne Viney, thanked staff for the informational meeting held at the library regarding Olde Carlsbad; General Plan and growth management. Jan Taylor, also thanked staff for the information meeting regarding Olde Carlsbad and General Plan Scott Donnell, Senior Planner, Planning Department, spoke on the Barrio and Village Master Plan. CITY OF CARLSBAD CITY COUNCIL MEETING MINUTES June 24, 2014 Jason King, Project Director, with Dover Cole, the consultant regarding the upcoming Design Charette planned for September 9 -18, spoke regarding the Barrio and Village Master Plan and welcomes the opportunity to receive community input. PUBLIC HEARINGS: 19. AB #21,662 - Approval to adopt Resolution No. 2014-161, confirming the diagram and assessment and providing for the levy of the annual assessment for Street Lighting and Landscaping District No. 20. AB #21,663 - Approval to adopt Resolution No. 2014-162, confirming the diagram and assessment and providing for the levy of the annual assessment for Street Lighting and Landscaping District No. 2. City Manager Sarkozy introduced the items and presenter Roxanne Muhlmeister, Senior Accountant, who gave the reports via PowerPoint. Mayor Hall opened the public hearing at 6:45 p.m. No Speakers Mayor Hall closed the public hearing at 6:46 p.m. ACTION: Motion by Mayor Pro Tem Packard, seconded by Council Member Blackburn to combine Items 19 and 20 to adopt Resolution Nos. 2014-161 and 2014-162, motion carried 5-0. DEPARTMENTAL AND CITY MANAGER REPORTS; 21. AB #21,664 - Receive a presentation from representatives of Poseidon Water and the San Diego County'water Authority regarding the construction progress on the Carlsbad Desalination Project. Jessica Jones, Poseidon Water and Frank Belock, General Manager with the San Diego County Water Authority, gave an update presentation of the work done to date. ACTION; Received presentation. 22. AB #21,665 - Receive a presentation from Mary LeBlanc regarding a petition to build a dog park at Poinsettia Park. Mary LeBlanc gave a verbal presentation ofthe item and asked five (5) questions of staff. No Speakers Chris Hazeltine responded to the questions as follows: 1. What is the process? 2. AB #21,666 - Approval of Resolution No. 2014-163, appointing Christopher Garcia to the Historic Preservation Committee. ACTION: Council concurrence to appoint Christopher Garcia, motion by Mayor Hall and seconded by Mayor Pro Tem Packard, carried 5-0. 24. AB #21,667 - Approval of Resolution No. 2014-164, appointing one member to the Planning Commission. ACTION: Council appointment of Marty Montgomery to fill the position temporarily until April 2015, was approved by motion by Mayor Pro Tem Packard, and seconded by Council Member Blackburn, carried 5-0. PUBLIC COMMENT: None. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub- committees of which they are members. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: No report out on Closed Session.
