PLEDGE OF ALUGIANCE was led by Chairman McCoy. ROLL CALL: Present: Chairman McCoy, Members Rmhtis, Holmes, Marcus and Schlehuber. Absent: None. I?P/CUP 83-15 - NEILSEN - Request for approval of a Redevelapnent Permit and Conditional Use Permit to construct an 18-unit senior apartment project an the west side of Rmsevelt Street, south of Pine Avenue in the V-R zone. Chris Salamone, Conmnity Redevelopment Manager, gave the report an this item as mntained in the original staff report, reiterating the fact that this Board auld not approve this request and recwrmending denial. Chairman McCoy qened the public hearing at 5:34 p.m. Mr. Ken Chriss, Architect an this project and the applicant’s representative, spoke to the Board, using a transparency showing the site, and stating this is transition property and can only be developed if it can be done profitably. only way this property would be profitable. Mr. Chriss stated an artificial stimulus was needed to make this property into a profitable venture. The request by the applicant is the Mr. Chriss asked the Board to take the issue of the land use to the City Council sitting as the Redevelopment Agency, to have the proper study prepared to give the applicant the proper guidelines. Member Schlehuber stated the City Council has indicated its intention to have a Land Use Element study, and he suggested to Mr. Chriss that testimony muld be given at that time. Rp 84-14 - AGANZA - Request for a minor Redevelopment Permit to rehabilitate an existing one- story st-mcture at 3139 Roosevelt Street to cperate as a cmmrcial bakery. Chris Salomone gave the presentation an this item as contained in the staff report, using a transparency showing the site and photographs showing the building exterior and interior and elevation, He concluded, stating the site plans were in the packet. Chairman McCoy cpened the public hearing at 5:54 p.m, and issued the invitation to speak. Mrs. Ione Elsner, representing Sweeney Apartments, Roosevelt and Oak, referred to the transparency showing the site. She was concerned about the hours of the restaurant, the parking the traffic m the street, whether a liquor license would be sought, and was also concerned about the people that oongregate at the oorner of Pine and Roosevelt. She stated the people who live there want a neighborhood they can live in oomfortably. Mer Ronbotis asked the applicant for the hours of the restaurant, and the applicant stated frm 8 a.m. to 7 p.m., at the latest, and since this will be a deli with enphasis cn baked goods, it will not attract a late crd. There will be no beer or wine, and he was asked whether he would object to a amdition prohibiting any such request. Mr. Salome answered this applicant filed an objection to a beer and wine seller near the Bays Club. Chairman McCay reiterated there was no access through the alley and would be no traffic generated there. Since no me else wished to speak m this item, the public testimony was amcluded at 6:03 p.m. The Board Members discussed the &oice of oolors for the building, with the consensus of the Menhers being that earth tones should be used. RP 84-12 - MANNO - Request for approval of a Redevelapnent Permit to mnstruct a new restaurant an the west side of mevelt Street south of Elm Avenue at 3067 Roosevelt Street. Chris Salmne gave the presentation an this item as contained in the staff report, using a transparency showing the site, and adding this is a difficult area. He used a wall chart to show the elevation of the project and the position of the building on the lot. There would be 6-foot walls an both sides of the lot and the south wall will be landscaped with a berm and the north wall will have punchouts with trees. The alley will be constructed by the applicant. Walter Brawn, Engineering, said that they are within the drainage area and there is a provision within the City code that fees will be collected on projects within drainage areas. This fee muld not be very large. As to the street light, Mr. Brawn said this was a local street and the project falls at a location that would warrant, by spacing, a street light. Member Ronbotis said Joe's Transmission was not assesed for the street light, and he muld certainly benefit from it, and he felt that was unfair to assess one applicant for the entire cost of the street light. have to go by the standards. Mr. John Byrnes, 936 Daisy, representing Mr. Manno, felt this would be a credit to the oormkmity. He said Mr. Manno had changed the plans to conform with the City standards. Mr. Byrnes also stated he wanted to comnd Chris Salmne for the fine job he was doing. Mrs. Ione Elsner, 3354 Roosevelt, representing the Sweeney Pgartments, Rmsevelt and Oak, asked the same questions as before; what kind of restaurant: what hours, is parking adequate, liquor license and is there access through the alley. Member Rmbotis explained there is me space for every 100 square feet of space in a restaurant, and this one does canply with that. There is no beer or wine, it is a take-out restaurant, and the hours would be until 9:00 p.m. on weekends. Member Ronbtis added he would work on that-it was not fair for one man to pay for what would benefit the other three tenants. Design Review Board asked staff to study the equitable distribution of the oost of street lights and special inprovements in the Redevelopment Area. Marty Orenyak stated he felt staff could arrive at an equitable solution. RP 84-9 - BESAW - Request for approval of a Redevelopment Permit to develop an office building at the southeast oorner of Jefferson Street and Grand Avenue. Chris Salomone gave the presentation on this item as contained in the staff report, using a transparency to show the site. He gave a historical background on the project, and stated the project would be short cn the required parking. Mr. Jim Besaw, the applicant, stated to the Board he wants the setback requirement relaxed to leave the building where proposed with the two-foot setback. Since no me else wished to speak m this item, the public testhny was ooncluded at 6:50 p.m. Assistant City Attorney Hentschke said the design manual deals with parking and setbacks, and states can reduce the setback mly in exchange for exceptionally good landscaping. There nust be an exchange. As to the parking, the design manual does allow the Design Review Board to alter the parking requirement for a project if there is adequate public parking in the vicinity. In arder to make any modification, those findings required by the design manual nust be met. Member Holmes stated he did not agree with on-street parking at all-that is a situation that will only get worse with the. He felt the full 27 spaces should be required. Member Schlehuber stated he would rather give a variance and not vacate the 5 feet. Design Review Board returned this item to staff for further study to meet the parking requirements and delete the vacation of the street. RECESS: Chairman McCay declared a recess at 6:56 porn., and the Design Review Board re-convened at 7:03 p.m., in joint session with the Planning Cdssion. Review Board M-rs were present. All Design Planning Cdssion Chairman Rorbtis announced Item 3 and 4 on their Agenda would be oontinued to Septenber 26, 1984. Planning Cdssion elected Cdssioner Farrow as the new Vice-chairman. Planning Cdssion mnsidered an off-agenda item. JOINT MEETING WITH PIANNING COMMISSION The Design Review Board and the Planning Comnission continued with a joint meeting and Design Review Chairman McCay presided. 1.
