ROLL CALL: Present: Chairman McCoy, Merrvbers Holmes, Marcus, Rombotis and Schlehuber. Absent: None. PLEDGE OF ALLM;IANCE was led by Chairman McCoy. Staff mrs Present: Chris Salomone, Comunity Redevelopment Manager Dan Hentschke, Assistant City Attorney PUBLIC "G: 1. approval of a Redevelopment Permit to allow construction of a 'tJally's" Restaurant on the Site presently occupied by 'Tony's No. 2" restaurant in the Big Bear Center at 1-5 and Elm Avenue. RP 84-16 - wALI,Y'S RESTAURANT - Request for Chris Salomone, Comnunity Redevelopnent Manager, gave the presentation on this item as contained in the Staff Report, using a transparency to show the site. He also used wall charts to show the elevation to Elm Avenue and the elevation to the parking lot. Another chart was used to show the proposed landscaping. Mr. Salomone discussed the changes in parking configuration and traffic circulation as proposed by the applicant. Chairman McCoy opened the public hearing at 5:lO p.m., and issued the invitation to speak. Mr. Larry Sillman, Sillman, Wyman & Associates, 10671 Roselle, San Diego, stated the applicant was satisfied with the solution and he was present to answer questions. Mr. Jeff Crisman, 3485 Valley, has a business in that shopping center, Seagate Realty, and is aware of the congestion and parking problems. additional parking spaces be marked at the rear of the building for employees. restaurant would be an asset to the center. Since no one else wished to speak on this matter, the public testimony was concluded at 5:21 p.m. Member Schlehuber stated he felt the parking problem had not been solved and he would like to see the landlord solve this problem, whether or not Wally's Restaurant comes into the center. Member Ronbotis agreed the parking is not adequate, but stated he liked the project and would agree to off-site parking for enployees. Member Marcus inquired whether the applicant met parking requirements now, and staff said they did not on-site-only by aggregate parking-using other spaces in the shopping center. Member Holmes said this would be a good tenant for an enpty building, and the parking had been improved somewhat. He added the parking problem in that center would never be cured, but if the applicant would agree to contribute to a parking district, he would go along with the project. Chairman McCoy felt there is too rmch congestion in the center at the present time, with this added traffic just compounding the problem. Motion was made to =rove the Neqatdve Declaration issued by the Land Use Planning Manager and requesting staff to return with a proper resolution denying this project. Motion failed. Design Review Board approved the Negative Declaration issued by the Land Use Planning Manager and continued this item for 30 days for staff to work with the applicant to negotiate other parking solutions. INJ3RMATIONAL ITEMS: 2. RP 85-5 - CAFUBAD PACIFIC INSUFWJCE Request for a Minor Redevelorxnent Permit for a patio enclosure to provide an additional 675 square feet for office space located at 3081 Madison Street. Chris Salomone gave the presentation on this item as contained in the staff report, using a transparency to show the site and wall charts showing the building, the area to be enclosed and how the addition will blend into the building. Design Review Board adopted the following Resolution: RESOLUTION NO. 048, APPROVIX THE cT)NsTRucTION OF A 675- SQUARE EOCYT ADDITION TO AN EXISTING OFFICE BUILDING A!T 3081 MADISON AND APPROVING A MINOR REDEVELOPMENT PERMIT. 3. extension of RE) 84-1. EXTENSION OF WIN INNS PFWECC - Request for an Chris Salomone gave the report on this item, stating the applicant had requested a sixlnonth extension of the permit. Design Review Board granted a one-year extension of Rp. 84-1. 4. disposition of this site at the northwest mmer of JOE'S 'IWWSMISSION - Verbal update by staff on State and ~lm. Chris Salomone gave the report on this item, stating the escrow should close this mming Friday. The site will then be cleared for a temporary parking lot. Mr. Salmne stated he muld return with a new report at the next Board Meeting. APPROVAL OF MIIWCES: The Minutes of the February 14, 1985, meeting were approved as presented. OFF-AG- ITEM: Chris Salomne reported he had provided the Board Members with two site plans for a proposed developnent in subarea 4. He asked the Menrbers to look over these plans and he muld then call each one to discuss the plans.
