ROLL CALL: Present: Chairman McCoy, Members Marcus, Holmes, -tis and Schlehuber. Absent: None. PIEDGE OF WIANCE was led by Chairman Mdq. Staff Member Present: Chris Salme, Camunity Mevelopnent Manager CONTINUED PUBLIC HEARING: 1. RP 85-11 - - Request for approval of a Redevelopment Permit to mstruct a duplex at 3081 Madison Street in Subarea 7 of the Village Redeveloprent Area. Chris Salomxle gave the presentation on this item as contained in the staff report, asking that a &ange be made in Section 11, magraph 3, where seven parking spaces are indicated. He stated there are six parking spaces. In answer to query, MI-. Salarrrone stated the handicapped space as marked was amsidered to be the best conpromise as far as location. Chairman McCoy opened the public hearing at 5:08 p.m., and issued the invitation to speak. Since no one wished to speak, the public testimony portion was closed. PUBLIC "G: 2. Redevelopment Permit to rehabilitate the interior and exterior of a building located at 417 Elm Avenue in Subarea 1 of the Village Redevelopnent Area. RP 85-12 - -GILBERT - Request for a Chris Salamone gave the presentation on this item as contained in the staff report, using wall &arts to shuw the proposed area and parking and a rendering of the proposed colors to be used. He stated the parking requirement is to be satisfied by five spaces provided by the applicant and five spaces in the public parking lot. Mr. Salamone also asked for direction as to whether the parapet now existing on the building would be alluwed to remain. \I MEMBERS McGay Marcus Holmes Rombtis Schlehuber I c CL MINUTES August 28, 1985 Page 2 Chairman McCoy Fned the public hearing at 5:14 p.m., and issued the invitation to speak. Robert Royce, Architect representing the applicant, addressed the Board regarding the parapet and signage. He showed a drawing to the Board with the parapet deleted, indicating this made the building unattractive. to enhance the hilding or to allow the applicant to study this problem further. He asked the Board to retain the parapet Chairman McCoy awmrented that the Ordinance does not allow for a sign above the ridge line of the roof, and Mr. Royce added they wanted to expand the parapet and integrate the sign into it. Chris Salamxle stated the issue was whether they mld put the sign up at all, and the applicant would have to return for a permit. John Grant, 4056 Skyline, spoke on the parking requirement, stating he was not aware an applicant could borruw parking spaces from the public lot. He stated he owned the building this applicant would be vacating, and he inquired whether he would be allowed to borrow parking spaces from the public lot for any future parking needs. Mr. Salomone answered that was the original intent of that parking lot, to provide extra parking for the buildings within 300 feet of the parking lot. done on a case by case basis. This is Frankie RU~ZO, 355 ElmAvenue, stated she felt the applicant should have full parking on the property before they qn for business. There are sheds in the rear of the building that muld be torn down to supply more parking area. Mrs. Runzo felt the public parking lot provides parking for the merchants and their enployees and should not be used as part of the parking requirement for this project. She asked for fair rules for all the downtown mrchants, with everyone following those rules. Bill Ryburn, Dawntam Merchant, stated he was in favor of this project and oonplimented the Owners on cleaning up the area. requirement in the Redevelopment Area, and felt the use of public parking lots to fill the parking requirements in buildings adjacent to the parking lots was beneficial. be left as it is, in order to avoid creating a flooding problem. He also mmented on the parking space He requested the water drainage in the area Since no one else wished to speak on this item, the public hearing was closed at 5:32 p.m. Board Members agreed they felt the applicant should join a parking district for the five borrowed spaces and all felt the parapet should be removed. With no approval for mansard mf and owner agrees to participate in a parking district, when me is formed, for the five spaces that he is short m the parking requirement. Also, handicapped parking space is to be moved to Slot #1, closer to the front. APPRCWAL OF MINUTES: Minutes of the August 14, 1985, meeting were approved as presented.
