HomeMy WebLinkAbout1986-08-13; Design Review Board; Minutes.. - MINUTES Meeting of: DESIGN REVIEW BOARD (Regular Meeting 1 Time of Meeting: 5:OO p.m. Date of Meeting: August 13, 1986 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman Rombotis called the Meeting to order at 5:OO p .m. ROLL CALL: Present: Chairman Rombotis, Members Hall, Holmes and McCoy. Absent: Member Schlehuber. Staff Present: Chris Salomone, Community Redevelopment Manager Brian Hunter, Associate Planner Clyde Wickham, Engineering Department Lance Schulte, Planning Department Dave Hauser, Assistant City Engineer PLEDGE OF ALLEGIANCE was led by Chairman Rombotis. CONTINUED PUBLIC HEARING 1. RP 86-6 CHANDLER - Request for approval of a major RP to construct a single-story 8,470 square foot general office building on a 32,821 square foot lot at the southwest corner of Laguna Drive and Roosevelt Street in Subarea 6. Chris Salomone, Community Redevelopment Manager, gave the presentation as contained in the staff report and the addendum to the staff report. A second addendum to the staff report was distributed to Board Members, revising Conditions 31 and 39. Mr. Salomone showed slides of the site to refresh the Board Members' memories with regard to the property. Mr. Salomone reviewed the access problem and referred to the new conditions, stating the proposed driveway on Roosevelt Street is not approved. Access to Roosevelt Street shall be from the adjacent property south of this site. If a reciprocal access cannot be obtained, the applicant shall redesign this project to provide adequate turn-around for fire or trash trucks, as well as passenger vehicles. Mr. Salomone used a transparency to show the site and to indicate the configuration for the driveway and landscaping. Member Holmes called attention to the Memorandum dated August 13, 1986, Condition 31 addition, Item C. The statement should read "undergrounding - of overhead utilities" . In response to Board query regarding Fire Department ability to turn around on the property, the Assistant City Engineer, Dave Hauser, stated the Fire Department would fight the fire from the front of the building and would not go into the property. Chairman Rombotis reopened the public hearing at 5:lO p.m., and invited the applicant to make a presentation. Jeff Chandler, 550 Laguna Drive, addressed the Board, explaining if he had to eliminate five utility poles, this would cost him approximately $100,000. would add 25% to the cost of his project. That condition MINUTES August 13, 1986 DESIGN REVIEW BOARD PAGE 2 MEMBERS \ CONTINUED PUBLIC HEARING: (continued) On the parking condition, Mr. Chandler stated he wanted to hear from staff how exiting through the neighbor's property would materially help the traffic situation. He did suggest a right-turn only at the Roosevelt access. stated the parking lot next door has sub-standard parking spaces as far as size. In order to bring the parking up to standard, he would have to redo that man's parking lot. He asked the Assistant City Attorney whether it was common to hold construction in abeyance and condition it upon a Contractual Agreement with a neighbor's piece of property. He The Assistant City Attorney stated it was not uncommon for the Design Review Board, Planning Commission and City Council to require an applicant for development to acquire certain offsite easements reasonably necessary to ensure public facility and services can be adequately and safely provided. In answer to query, Dave Hauser explained he would not recommend an intersection at that spot, as it would not be safe. Mr. Chandler stated he objected to both of the additional revisions. Mr. Hauser stated if the pole that would be in the right- of-way could be relocated, this would solve the problem without removing the other four poles. Chris Salomone stated that eventually all poles will be eliminated in the Redevelopment Area, putting all utilities underground. Clyde Wickham stated access on Roosevelt would be dangerous whether or not it was a right turn in and out. Staff felt there should be access on Laguna and none on Roosevelt, unless there is a reciprocal agreement. Discussion followed, and Mr. Chandler was informed he was to achieve the conditions, including the improvments to the street, before occupancy. Since no one else wished to speak on this item, the public testimony was concluded at 5:26 p.m. Member Schlehuber stated in light of Mr. Chandler's comment that these conditions are unacceptable, he felt this item should be returned to staff for review and talks with Mr. Chandler. Perhaps underground parking wouold solve some of the problems. redesigned and the exit in and out of Laguna, with a larger building, this might help solve the problem. If the project were Member McCoy stated he felt the condition concerning the agreement with the property owner to the south does not adequately mitigate that problem. RP 86-11 - BOYS AND GIRLS CLUB POOL FACILITY - Request for a major RP to allow the enclosure of an existing swimming pool and remodel of the Oak Avenue facade at 3115 Roosevelt Street. Chris Salomone gave the staff presentation on this item as contained in the staff report, using a transparency to show the location. Slides of the site were shown, showing the swimming pool as it exists. A drawing of the pool and the elevation was used and charts showing the invitation to speak. Dan Sherlock, 3115 Roosevelt Street, stated he was here to answer any questions. In answer to query regarding the gas meter, Mr. Sherlock explained the gas meter adjacent to the main entrance of the facility needed to be moved to an exterior position. This will now be in the vicinity of the emergency exit. The meter will be in the new planter where it can be read and will be in an acceptable location. Since no one else wished to speak on this item, the public testimony was concluded at 5:40 p.m. Design Review Board adopted the following Resolution: RESOLUTION NO. 079, RECOMMENDING APPROVAL OF A MA30R REDEVELOPMENT PERMIT TO ALLOW THE REMODEL OF THE OAK AVENUE FACADE AND ENCLOSE THE EXISTING SWIMMING POOL AT 3115 ROOSEVELT STREET. DEPARTMENTAL 3. CODE ENFORCEMENT UPDATE This was an information item. APPROVAL OF MINUTES Minutes of the Meeting held 3uly 23, 1986, were approved as submitted. Assistant City Attorney Dan Hentschke stated he wanted to extend an invitation to each of the Board Members to an open house Friday evening between 4:OO p.m. and 8:OO p.m. The invitations had not gotten to all of the Members. This open house is to be at the Fairbanks Ranch to announce Mr. Hentschke's association with F. Mac Kenzie Brown.
