HomeMy WebLinkAbout1987-01-21; Design Review Board; MinutesMINUTES Meeting of: DESIGN REVIEW BOARD (Regular Meeting) Time of Meeting: 5:OO p.m. Date of Meeting: January 21, 1987 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman Rombotis called the Meeting to order at 5:02 p.m., and introduced Jeanne McFadden, the new Member of the Design Review Board. ROLL CALL: Present: Chairman Rombotis, Members Hall, Holmes, McCoy and McFadden. Absent: None. Staff Present: Chris Salomone, Community Redevelopment Manage Brian Hunter, Assistant Planner Ron Ball, Assistant City Attorney PLEDGE OF ALLEGIANCE was led by Chairman Rombotis. DEPARTMENTAL: 1. RP 86-19 - DUFF - Request for a minor redevelopment permit for a proposed addition and remodel to an existing doctor's office located at 2690 Roosevelt Street to includ reduced front yard setback. Chris Salomone gave the initial staff report, with Brian Hunter continuing the report using wall charts showing the proposed addition and remodeling. Staff was required to make findings for an exception on this project, the same as with a variance. The normal setback is 20 feet in this area, with 17 feet allowed. Staff could not make the required findings to allow an additional five feet encroachment. The additional land behind this building could be used for an addition to the present building. Mr. Hunter thanked Member Holmes for pointing out the staff report was not as well-written as it should be. He referred to page three of the report, where the statement was made: "Staff is able to support the request for a minor redevelop- ment permit (with the exception of the increased front yard encroachment)". This should be without the requested exceDtion). Staff cannot suDDort the exceDtion of the 12 feet setback. Dr. Robert Allan Duff, owner of the property at 2690 Roosevelt Avenue, explained the only way to have the traffic flow he desired, was to request the encroachment. He said it would be impossible to move the building back and that would not help the existing problem. Dr. Duff explained this would be a temporary addition to the building and not what he envisioned for this property twenty years from now. Dr. Duff stated he hoped to have a new building as soon as that was feasible. Dr. Duff said he had not read the conditions. Bob Wischnack, 2201 Zabyn Street, Oceanside, the Architect for this project, pointed out the new entrance planned for the building. Member Hall inqured about the side setback of five feet, rathe than the existing six feet. . .. Member McCoy expressed concern with Dr. Duff not knowing the contents of the conditions placed on this project. Design Review Board trailed this item to the end of the Agenda just prior to Approval of Minutes. 2. RP 84-3 - GAZEBO - Retail gazebo at the Carlsbad Inn, located at 3001 Carlsbad Boulevard. Chris Salomone stated this was an information item, regarding the use of the gazebo. A transparency was used to show the site. This gazebo is to be used for public meetings and open space. The retail shop has been abated and the gazebo is to be returned to its original status. The consensus of the Members of the Design Review Board was to inform the owner the gazebo is to be stripped of windows and enclosures and returned to an open structure, without any business use. 3. RP 85-19 - CALIFORNIA BUILDERS - Condition amendment and addition of driveway. Chris Salomone gave the presentation on this item as contained in the Staff Report, using a transparency to show the site. Another transparency was used to show the requested modifi- cations. Design Review Board granted the twelve-month extension request ed on RP 85-19. Staff recommended the second request of an addition of a driveway be approved. Design Review Board approved a change in the Redevelopment Permit RP 85-19 as recommended by Engineering. The Design Review Board considered Item 1 at this time. 1. RP -86-19 - DUFF Dr. Duff felt he could conform with the conditions placed on this request. The reduced setback is the big problem, with the flow through the building impossible without that setback. There was discussion about the color of the building, and Dr. Duff said he liked the colors shown on the artist's rendering. Assistant City Attorney Ron Ball requested Condition 119 on page three of Resolution 093 be deleted and the following inserted: "The applicant will execute a standard agreement to pay increased fees approved by the office of the City Attorney." Chairman Rombotis requested staff to make certain the applicants receive the files in plenty of time to read the conditions prior to the Board Meeting. Chris Salomone stated the reports were mailed out last Wednesday for tonight's meeting . APPROVAL OF MINUTES: The Minutes of the December 3, 1986, Meeting were approved as presented.
