HomeMy WebLinkAbout1987-04-22; Design Review Board; MinutesMINUTES Meeting of: DESIGN REVIEW BOARD Time of Meeting: 5:OO p.m. Date of Meeting: April 22, 1987 Place of Meeting: Safety Service Center CALL TO ORDER: Chairman Rombotis called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Chairman Rombotis, Members Hall and McCoy Absent: Members Holmes and McFadden. Staff Present: Chris Salomone, Community Redevelop- ment Manager Charles Grimm, Assistant Planning Dave Houser, Assistant City Engineel Brian Hunter, Assistant Planner Marty Orenyak, Community Developmen, Director Director CONTINUED PUBLIC HEARING: 1. RP 86-21 - CALIFORNIA BUILDERS - Request for a major permit to develop a professional office at the s/w corner of the Jefferson and Grand Avenue intersection in subarea 1 of the Re de ve 1 opme n t Are a. Chris Salomone gave the staff presentation on this item, stating a detailed report had been given previously. At that meeting, the Board had returnel the item to staff to address the architecture problem and questions regarding the alley parking and lighting. The applicant has now revised all of the elevations and the architecture. Artist renderings were di splayed for the Board Members. Chris Salomone stated the applicant would make a presentation, and following'that, he would address three of the conditions in the Resolution; namely, conditions 16, 18 and 19, involving the traffic study, the facade treatment on the western and southern sides and a reduction in the square footage. With the changes made in the project, staff was recommending approval. Chairman Rombotis re-opened the continued public hearing at 5:04 p.m., and issued the invitation to speak. Christian Bachman, 6994 El Camino Real, Suite 202, representing the architects, addressed the Board calling attention to the drawings indicating the elevations had been reduced and the square footage along the entranceway. He presented an exhibit to the Board Members representing the square footage deleted and the increase in size of the entry court itself. By decreasina the square footage, the entry way has been operred. up allowing more landscaping into the main area. Mr. Bachman described the proposed changes in the outside of the building and the wood treatment. The height of the building has been decreased from the original proje MINUTES DESIGN REVIEW BOARD April 22, 1987 Page 2 Mr. Bachman said the applicant would provide an entrance to both garages and combination lights in the parking area to allow for lighting for parking in the evenings. He added the square footage has been reduced and projections have been re-created on two of the faces of the building--the Jefferson and Grand Avenue sides. He felt this gave the building quite a bit of character. Due to these popouts now planned, Mr. Bachman requested the condition regarding massiveness of the building be de 1 e ted . In conclusion, Mr. Bachman stated this project woul be an excellent example of the type of village atmosphere the Board was seeking. Member McCoy expressed concern with the elevations and felt the building should be cut up more. Charles Rowe, 2910 Jefferson, Suite 202, the applicant, addressed the Board on the overall height of the building, which had been reduced by three feet. Also, the structural mass of the building on all elevations had been reduced by a minimum of three feet. The rear elevation will be similar to the Jefferson Street elevation. There will be two entryways to the parking area. Mr. Rowe felt Condition 18 should be removed, as they have now tried to comply totally with the Board's recommendations. Mr. Rowe also discussed the traffic/parking study in Condition 16, stating they have dedicated two feet to the City and have a five-foot setback, alon with a 25-foot depth parking. He felt the backing into the alley would be no problem as long as the sight distance was recognized. He asked that condition be deleted. In answer to Board query, Mr. Rowe stated Condition 18 called for a ten percent reduction in the over- all structure. The height has now been reduced three feet on all elevations. Since no one else wished to speak on this item, the public testimony was concluded at 5:15 p.m. Chris Salomone stated he would like to request the Board relieve the applicant from the three conditio mentioned; 16, 18 and 19. Staff agreed a traffic study for an alley would not be very productive. Board Members felt Condition 19 should remain in the Resolution. Design Review Board adopted the following Resolutio RESOLUTION NO. 091, APPROVING A REDEVELOPMENT PERMI TO DEVELOP A 17,677 SQUARE FOOT PROFESSIONAL OFFICE BUILDING ON PROPERTY GENERALLY LOCATED AT THE SOUTH WEST CORNER OF THE JEFFERSON STREET/GRAND AVENUE INTERSECTION.
