HomeMy WebLinkAbout1988-03-16; Design Review Board; MinutesMINUTES Meeting of: DESIGN REVIEW BOARD Time of Meeting: 5:OO p.m. Date of Meeting: March 16, 1988 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman Hall called the Meeting to order at 5:12 p.m. ROLL CALL: Present: Chairman Hall, Board Members McCoy and Rombot is. Absent: Board Members McFadden and Schramn PLEDGE OF ALLEGIANCE was led by Chairman Hall. Staff Members Present: Chris Salomone, Housing & Redevelopment Director Nancy Rollman, Associate Planner Ron Ball, Assistant City Attorney PUBLIC COMMENT: There was no one present to speak on an off-agenda item. PUBLIC HEARING: 1. RP 87-2 - CARLSBAD INN TENNIS CLUB Major redevelopment permit to build tennis courts and associated facilities in the AT&SF Railroad right-of- way between Oak and Pine Avenues in Subarea 4 of the Redevelopment Area. Chris Salomone introduced the item and Nancy Rollman continued the staff report as contained in the packet, stating staff recommended a denial without prejudice to allow the applicant to re-submit the project immediately. Chairman Hall stated he is an adjacent property owner and discussed with the City Attorney any conflict of interest, and the City Attorney saw no problem with Mr. Hall voting on this item. adjacent property owner and Board Member Rombotis stated he received a notice of the public hearing. Howard Meecham, Carlsbad Inn developer, stated the plans had been revised for the tennis facilities and they were now smaller and in accordance with staff's original recommendation. He asked the Board to take whatever action was necessary to expedite the re-submittal of this project. Ellen Egan, 336-372 Pine Avenue, Manager of apartments for 3ohn Pautch, owner, spoke in favor of the proposed project, stating this would clean up the area and get rid of the bikers and trash. The noise would be no factor and the lights would help to light their area. Since no one else wished to speak on this item, the public testimony portion was closed at 5:20 p.m. MINUTES March 16, 1988 Page 2 Board Member McCoy inquired about the guarantee of public use of the tennis courts, since this is an entirely different project than before, and there was no discussion about public use of the courts. Michael David Smith, 2710 Via Cardel, lessee of tennis facility, stated he would be in charge of the facility for Carlsbad Inn, and it would be available for public use. He indicated there would be hourly rates charged for the public. Chris Salomone stated this item will return to this Board with an agreement with the Carlsbad Inn and the operator for specific public use times and some events. This will be in cooperation with the Parks & Recreation Department. Design Review Board adopted the following Resolution: RESOLUTION NO. 112, DENYING WITHOUT PRE3UDICE A REDEVELOPMENT PERMIT TO CONSTRUCT TENNIS COURTS AND BETWEEN OAK AND PINE STREETS IN THE DOWNTOWN REDEVELOPMENT AREA. ASSOCIATED FACILITIES IN THE AT&SF RAILROAD RIGHT-OF-WAY Chris Salomone announced at the next regular meeting of the Design Review Board, April 6, 1988, there will be a Coastal Permit processing workshop as part of the agenda. This will take an hour, and there is a major redevelopment permit on the agenda also. The consensus of the Board was to meet at 4:OO p.m., on April 6, 1988. AD30URNMENT: By proper motion, the Meeting of March 16, 1988, was adjourned at 5:24 p.m., to April 6, 1988, at 4:OO p.m., in the Council Chambers.
