CALL TO ORDER:
Chairman Blackford called the Meeting to order at 5:07 p.m.
ROLL CALL:
Present - Chairman Blackford, Commissioners Christiansen,
Howard-Jones, Robertson and Swenson.

APPROVAL OF MINUTES:
The Minutes of the Meeting held May 9, 1988, were
approved as presented.
CHAIRMAN'S REPORT:
Chairman Blackford showed a poster for the Triathlon and
stated they are available at the Parks and Recreation
Department and City Hall. The poster contains a graphic
representation of an Ammonite fossil.
INFORMATIONAL:
1. PRESENTATION TO EX-CHAIRMAN ROBERTSON.
A card was presented to Commissioner Robertson for two
years of diligent effort and guidance as Chairman of the
Historic Preservation Commission.
2. WEED ABATEMENT FOR CARRILLO RANCH.
Lynn Fitzgerald reported the Fire Department has an ongoing
weed abatement program in the City. As of last week, the
basic weeding had been done at Carrillo Ranch, and the
final clearing will be done with hand weeders.
3. CALAVERA RECREATION CENTER DISPLAY CABINET.
Lynn Fitzgerald reported the Parks and Recreation
Department stated there would be a cabinet similar to the
one at Stagecoach and that could be shared. She suggested
this Commission might want a subcommittee to determine what
they would like displayed there. Suggestions by
Commissioners were for the hand-drawn map by Mr. Kelly and
a story about the school to be displayed. Also, any
photographs and a floor plan of the building, including a
photograph taken before the trees were taken out.
Commissioner Robertson will contact Mr. Kelly about
artifacts for this display.

Keith Beverly, Parks and Recreation Department
representative, stated the completion date for Phase I1 of
Calavera Hills is 3anuary or February of 1989. The center
there will be similar to the one at Stagecoach Park.
Commissioner Howard-3ones inquired whether the Historic
Preservation Commission could have a separate plaque to
hang on the wall, and Mr. Beverly stated he thought that
would be all right. This would not be the site designation
plaque, but would be a graphic plaque.
Commissioners Howard-3ones and Robertson will work on a
format to present to Parks and Recreation for their review,
with a conceptual design by 3uly.
OLD BUSINESS:
4. GAUS HOUSE APPLICATIONS.
Lynn Fitzgerald reported this Commission and the Union
Church worked together to obtain applications for the
moving of the Gaus house.
Lynn Fitzgerald stated a subcommittee was formed in May to
review the applications for the Gaus House, and that
subcommittee reviewed all the applications submitted and
made a final selection down to two properties. Photographs
were shown of the sites, and two properties were
recommended as being suitable; 3442 Roosevelt Street,
Trejo property, and 3425 Roosevelt Street, also Trejo
property.

the street. The site is close to the original site and the
Trejo family knew the Gaus family.
The final choice was 3442 Roosevelt Street,
Commissioner Robertson commented they were pleased there
were so many applications to choose from, and he felt the
subcommittee made a good choice.
Historic Preservation Commission recommended the Trejo
family be allowed to re-locate the Gaus House to 3442
Roosevelt Street, in the Redevelopment area.
5. CROSS AND GRAVE SITE FOR CARRILLO'S HORSE,
CONOUISTADOR. -"-
Lynn Fitzgerald reported that this Commission was
approached in March of this year to review the grave site
and cross marking the gravesite of Leo Carrillo's horse,
Conquistador, which lies in the south side of the Carrillo
Ranch site.
Pacific Scene development would cross that area.
The proposed plan for Melrose Avenue and a
This Commission recommended the cross itself be brought to
Carrillo Ranch for preservation and recognition. Staff
approached the Planning Department and the developer,
Pacific Scene, to see what was discussed with the developer. Mike Howes reported the developer had said he
would be interested in moving the cross, and negotiations
are underway at this time.

COMMISSIONERS
Lynn Fitzgerald reported she had contacted Pacific Scene
to see whether they would pay for moving the cross and
the grave to Carrillo Ranch. The development company
has expressed some interest in this request
Mrs. 3oan Kindle stated that because of the rapid
change in ownership in developed land, any final
preservation of the site and cross should be made a
condition of Zone 18 Facilities Plan. Since it is
costly to have a new EIR, if this could be made a part
of the Facilities Management Plan, it might obviate the
need for a new EIR.
Chairman Blackford stated he was not certain whether
this could be a condition of the Zone Plan, and felt
this should be discussed with the Planning Department.
The EIR presently in force described this site as
having an historic cross and adobe base possibly dating to the Carrillo era--it does not specify the grave of
the horse. Mrs. Kindle stated that was documented in
the biography, and this is a significant site and part
of the Carrillo legend.
Commissioner Christiansen commented this is an
indication that EIR’s are not covering things important to this Commission and the City.
needs to be directed toward future reports.
Special attention
Commissioner Howard-3ones added that this Commission
needs to establish something that is significant and
that needs to be taken into consideration when the
planning goes forward for that site, in a way to honor
in a way to honor that site. Also, this Commission
needs to be consulted at that time.
Lynn Fitzgerald will contact the Planning Department
and let them know this Commission thinks this site has
significance, and if the Zone Plan is being prepared,
let Planning know they should consult with this
Commission for preservation of the site.
Department should be made aware of this Commission’s
concern and asked to keep the Commission informed.
The Planning
Commissioner Robertson expressed concern about possible
security problems at the site and felt this cross
should be moved to City property.
Lynn Fitzgerald will contact the Planning Department to
ascertain whether the Facilities Plan would be the
correct place to include this site. Also, Parks and
Recreation Department and the Engineering Department
should be contacted. She will have a report on this
in 3uly.
6. DEPOT RESTORATION.
Lynn Fitzgerald reported the Rotary Club is doing the demolition work on the interior of the depot and the
funds available were listed in the staff report.
7. PINE STREET SCHOOL.
Lynn Fitzgerald gave the update on this item, stating
the Carlsbad School District sign will be saved and
placed somewhere onsite. A suggestion was made to have someone draw up floor plans of the old building
before demolition.

The Commission directed staff to write a letter to all
parties concerned; Mr. Brierley, Engineering, Planning,
etc., regarding the removing of the sign above the entrance
to the existing building at the Pine Street School site,
and to preserve this sign.
NEW BUSINESS :
8. STONECUTTER'S HOUSE.
Chairman Blackford stated this house at 327 Beech Street
was not included on the list of possible historic sites.
This was the stonecutter's house and the equipment is still
there. The consensus of the Commission was to include this
house on the historic site list and inform the Planning
Department that it is significant and on our list.

11. HISTORIC INVENTORY LIST.
Twin Inns - Lynn Fitzgerald stated Steve Densham is not
ready to consider designation at this time.
