CALL TO ORDER:
Chairperson Howard-Jones called the Meeting to order at
5:OO p.m.
ROLL CALL:
Present: Commissioners Howard-Jones, Aharoni,
Christiansen and Ex-Officio Member Marcus.
Commissioner Gallegos arrived at 5:28 p.m.
Absent: Commissioner Robertson.

APPROVAL OF MINUTES:
The Minutes of the Meeting held February 11, 1991, were
approved as amended to show Chairperson Howard-Jones did
not attend the meeting mentioned in Item X8.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-
agenda item.
OLD BUSINESS:
Items were taken out of Order to Accommodate the People in -- Atterdance.
1. CULTURAL RESOURCE SURVEY PROJECT
Linda Roth presented the final survey report, exhibits
and maps to the Commission, and discussed the hour and
a half presentation she will present to the Friends of
the Library.
Chairperson Howard-Jones read a letter of appreciation
addressed to Ms. Roth from the Commission.
13. SENATE BILL 547 - UNREINFORCED MASONRY BUILDINGS LAW
Marty Orenvak gave the regcrt, statin9 that Senate
Bili 547 requires the City to identify buildings of
unreinforced masonry. He said the City has inspected
all the buildings, and seven buildings in the City
have been identified at this time. He showed slides
of the identified buildings and stated the City has
met with the property owners. The next step will be
an analysis by a Structural Engineer to verify whether
or not they are unreinforced masonry. If they are,
then a retrofit plan must be done. The mitigation
program might be voluntary or mandatory--or somewhere
in between, but that has not been decided.

Mr. Orenyak said there are only three buildings that
the City is concerned about, and the Bill only applies
to industrial and commercial building--not
residential. Mr. Orenyak assured the Commission that
the historic significance of the buildings will not be
affected. Also, he said the buildings will not be
torn down.
Mr. Orenyak stated he would report to this Commission
and keep them informed. He said that grants or low-
interest loans would be available for the work to be
done on the buildings.
9. HISTORIC RESOURCES
Kathy Graham reported that Redevelopment is working
with the Army-Navy Academy on a total renovation plan
for their site.
Tom Cox, one of the Architects for the Army-Navy
Academy project, referred to a black and white
rendering of the anticipated master plan. He
explained the buildings to be renovated and the plan
for the campus. He said that the older buildings are
in disrepair and not up to code.

Mr. Cox stated they are trying to maintain the visual
effect of the Academy along Carlsbad Boulevard. The
two buildings that the Commissioners felt were
important historically are the Red Apple Inn and the
small bungalow.
Commissioner Gallegos reported that, the pump room is
the historical site at Alt Karlsbad, and he felt the
nomination application should be changed to be for
that pump room. He felt the reason the application
was rejected was before it referred to Alt Karlsbad.
He asked that the application be re-written.
Kathy Graham reported that staff is working with the
Chamber of Commerce and Commissioner Christiansen to
come to an agreement for use of the Santa Fe Depot.
She said that one concern has been that there was a
desk in there, and the grant stipulated that the area
must be for public use.
Chairperson Howard-Jones stated the Ramsey House has
been left unlocked. Staff will write a letter to the
owner.
Patty Cratty said the owners wanted to know what the
Commission required on the Bungalow at 3309 Roosevelt
Street. She had told them that they would like
photographs, a video, if possible, and historical data
on the structure.
2. EIR CULTURAL RESOURCE REPORTS
Eric Munoz stated there was no further update on the
items at this time.

ZONE 18 LOCAL FACILITIES MANAGEMENT PLAN
Eric Munoz reported the plan was adopted by Council on
March 5, 1991.
CARRILLO RANCH STABILIZATION PROJECT
Clint Phillips reported that Municipal Projects is
working on this, and an agenda bill is being prepared.
The stabilization is to be completed by January of
1992.
ARCHAEOLOGICAL GUIDELINES
Commissioner Gallegos reported the guidelines have
been re-typed and submitted to the State Office of
Historic Preservation, as well as the City Planning
Department.
CARLSBAD HISTORICAL ARTIFACTS INVENTORY AND HISTORICAL
MUSEUM
Commissioner Aharoni reported he had met with a group
of students at the high school and next he will meet
with the ten or twelve interested students.
Commissioner Gallegos said the students should go back
to their homes and find anything there that could be
considered artifacts.
CARLSBAD FOUNDERS' DAY
Clint Phillips stated he had not received a reply from
the City Manager's office to the recommendation to
combine the Founders' Day with the City's 40th
birthday celebration.
HISTORIC PRESERVATION INCENTIVES RESEARCH
Commissioner Aharoni reported that the Commission
needs to take a more active role in the seeking of
programs. He recommended that letters go out to those
identified on the survey asking for their input.
Clint Phillips stated that the Council needs to
approve the program first.
The suggestion was made to concentrate on the seven
buildings identified by the City under Senate Bill
547, and send letters to those owners alerting them
that an incentives program might be available.
Staff will write an agenda bill for approval of the
incentives program.

CITY HISTORIC PRESERVATION BUDGETS FOR FY 1990-91 AND
1991-92
Clint Phillips stated this was an update requested by
the Commission. He said that one-half of a position
had been included under personnel costs. This
allocation had not been included before in this
budget.

11. CALIFORNIA PRESERVATION FOUNDATION ANNUAL CONFERENCE
Clint Phillips asked for the names of those wishing to
attend this conference May 9 - 11, 1991, in Santa
Barbara. Commissioners Gallegos and Aharoni will
attend, and Patty Cratty, who will become the staff
member for the Historic Preservation Commission.
12. SUBCOMMITTEE REPORTS
Staqecoach Park Display
Clint Phillips reported that $3,000 may be requested
in next year's budget for display cases and having
someone prepare them.
Carlsbad School Buildina Pediment
Chairperson Howard-Jones reported the school people
are concerned about hurting the wall by placing the
pediment there. She said alternatives would be a
drawing of the pediment or a bronze plaque.
Historic Site Plaaue Proaram
Staff and the Commission are waiting for prices from
the plaque makers.

13. SENATE BILL 547 - UNREINFORDED MASONRY BUILDLILNGS LAW

14. 1991 CERTIFIED LOCAL GOVERNMENT GRANT APPLICATION
Clint Phillips stated the Certified Local Government
is looking for projects concerned with safety.
15. CALAVERA HILLS MASTER PLAN - EIR 90-5
Staff reported there was a scoping meeting last
Tuesday at Calavera Hills Community Park, and this is
one of the first stages for a new EIR, as the original
EIR is outdated.
16. HISTORIC PRESERVATION WEEK 1991
Chairperson Howard-Jones and Commissioner Gallegos
will work as a subcommittee on a plan for Historic
Preservation Week, May 12 - 18, 1991.
