Date of Meeting: MAY 11, 1992 Place of Meeting: CITY HALL COUNCIL CHAMBERS CALL TO ORDER Chairperson Howard-Jones called the Regular Meeting to order at 5:02 p.m. ROLL CALL Present: Absent: Commissioner Zavala Commissioners Howard-Jones, Aharoni, Gallegos, andMcCann COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED IN THE AGENDA There were no requests to address the Commission. OLD BUSINESS 1. Criteria Chairperson Howard-Jones gave an update of developing criteria for evaluating cultural resources. Commissioners Gallegos and McCann were appointed as a sub-committee to work with staff on the completion of the Historic Preservation Ordinance. 2. Environmental ImDact Reports Eric Munoz, Associate Planner, gave an update on the status of the EIRs being prepared that could impact historic resources. Commissioner Aharoni arrived at 5:lO p.m. It was the general consensus of the Commission that a letter be sent to Recon inquiring why site W181 was destroyed during site testing and why the City's Cultural Resource Guidelines had not been followed. 3. Leo Carrillo Ranch Stabilization and Subcommittee RePort Patty Cratty, Senior Management Analyst, distributed a letter dated May 7, 1992, from the Office of Historic Preservation, Department of Parks and Recreation, informing the City that Rancho De Los Kiotes (aka Leo Carrillo Ranch) had been placed on the National Register of Historic Places. Historic Preservation Commission Page Two Ms. Cratty updated the Commission on the status of the stabilization work, the recent grant donation, and activities of the subcommittee. Commissioner Aharoni gave an update of the recent meeting of the subcommittee. Alan Kindle, Friends of Carrillo Ranch, stated that financial donors to the restoration of the Ranch were requesting that their names appear on the premises of the Ranch. Commissioner Aharoni stated that he would develop a temporary program to identify donors and other possible financial supporters to continue the restoration. It was noted that Council Member Nygaard had stated she would attend the Carrillo Ranch Sub-committee meetings. NEW BUSINESS 11. Seismic Retrofit for Cultural Resources Patty Cratty gave an update and responded to questions posed by members of the Commission. Pat Kelly, Principal Building Inspector, gave an *historical overview relating to State law regarding unreinforced masonry buildings and identification of those buildings. After general discussion, the Commission requested staff review the situation of repaid Community Development Block Grant (CDBG) Commercial Rehabilitation Loan Program funds to ascertain whether those monies could be used for loans to owners of identified unreinforced masonry buildings. Commissioner Aharoni was designated to work with staff and local financial institutions to determine the availability of funds to assist owners of identified unreinforced masonry buildings. 8. Mills Act and Historic Downtown District Commissioner Aharoni gave the Commission an update regarding the establishment of a historic district in downtown using the Mills Act as an incentive to preservation. After general discussion, the Commission asked that an Agenda Bill be prepared recommending the City Council authorize staff to research and prepare guidelines for implementing the Mills Act as an incentive to encourage property owners to request landmark designation. The Mills Act has the potential to assist owners of unreinforced masonry buildings. Historic Preservation Commission Page Three OLD BUSINESS 4. Founders Day Patty Cratty informed the Commission that July 14, 1992, had been designated as Founders Day. 5. Ramsav House Chairperson Howard-Jones updated the Commission on the Ramsay House which is a Designated Landmark. 6. Armv/Navv Academy Commissioner Aharoni gave an update of the application from the Army/Navy Academy to develop property near a cultural resource. After general discussion, the Commission suggested that the Master Plan forthe Army/Navy Academy contain a schedule for compatibility of materials and architectural features of the Red Apple Inn regarding other buildings located on the site. The Commission agreed that the remaining buildings preserve the village atmosphere. NEW BUSINESS 9. Residential Addition for 1475 Pine Avenue Patty Cratty reviewed the request for an addition to the residence at 1475 Pine Avenue which is listed on the Cultural Resource Inventory. Chairperson Howard-Jones requested before and after photographs of the site. The Commission requested that a copy of the plans be filed with the Cultural Resource Inventory. The Commission suggested that rounded edges be used on the exposed rafter tails, that true clay tiles be used, that cement be used to fill in tile holes, and that the interior be maintained with what currently exists. 10. Consultant Selection for santa Fe Depot National Recrister Application Patty Cratty informed the Commission that Requests for Proposals had been mailed and that four proposals had been received. The Commission recommended that Roth and Associates be retained to complete the Register application and that wording be included in the Agreement that the consultant continue the application process through either denial or acceptance for the Register. c Historic Preservation Commission Page Four INFORMATIONAL 12. Summaries of Various Boards, Committees and Commissions There were no reports or updates. 13. Commission Amointment Chairperson Howard-Jones stated that Commissioner Zavala had been reappointed to the Historic Preservation Commission by the City Council. 14. Library Information Patty Cratty distributed information to be placed in the Historic Preservation Library. NEW BUSINESS 7. National Preservation Week and Three Minute Success Stories Chairperson Howard-Jones gave a slide presentation of the Commission's Three Minute Success Stories to be presented to the City Council on May 12, 1992.
