JOINT MEETING OF: THE CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION AND CITY COUNCIL
(Joint Special Meeting)

CALL TO ORDER: Chairman/Mayor Lewis called the Joint Special Meeting to order at 6:39 p.m.
ROLL CALL: was taken by the Secretary/City Clerk as follows:
Present: Commission/Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Commissioner/Mayor Pro Tern Kulchin, the minutes of the following meetings were
approved as presented:

Minutes of the Special Meeting held September 28, 2010. (Commission Only)
Minutes of the Joint Special Meeting held October 5, 2010. (Commission Only)
CONSENT CALENDAR:
ACTION: On a motion by Commissioner/Mayor Pro Tern Kulchin, Commission/Council
affirmed the action of the Consent Calendar, Items #8 and #9 as follows:
AYES: Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
WAIVER OF ORDINANCE TEXT READING:
Commission/Council waived the reading of the text of all Ordinances and Resolutions at this
Meeting.
8. AB #20,447 - APPROVE AMENDMENTS TO COOPERATION AGREEMENT.
Commission adopted RESOLUTION NO. 494, approving amendments to the Cooperation
Agreement with the City for reimbursement of administrative costs and provision of financial
assistance for implementation of redevelopment activities.
Council adopted RESOLUTION NO. 2011-020, approving amendments to the Cooperation
Agreement with the Housing and Redevelopment Commission for reimbursement of
administrative costs and provision of financial assistance for implementation of
redevelopment activities.

9. AB #20,448 - APPROVE REIMBURSEMENT AND REPAYMENT SCHEDULE
AGREEMENTS.
Commission adopted RESOLUTION NO. 495, approving Reimbursement and Repayment
Schedule Agreements with the City for administrative costs and the provision of financial
assistance for implementation of redevelopment activities benefitting the South Carlsbad
Coastal Redevelopment Area.
Council adopted RESOLUTION NO. 2011-021. approving Reimbursement and Repayment
Schedule Agreements with the Housing and Redevelopment Commission for administrative
costs and the provision of financial assistance for implementation of redevelopment
activities benefitting the South Carlsbad Coastal Redevelopment Area.
ADJOURNMENT:
