SPECIAL MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION (Special Meeting)
DATE OF MEETING: March 8, 2011
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: Chair Hall called the Meeting to order at 8:18 p.m.
ROLL CALL was taken by the Senior Deputy Clerk as follows:
Present: Commission Members Hall, Kulchin, Blackburn, Douglas and
Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice Chair Kulchin, the Minutes of the following meeting were approved
as presented:
Minutes of the Joint Special Meeting held February 8, 2011.
PUBLIC HEARING:
15. AB #426 - APPROVE 2011-2015 FIVE-YEAR IMPLEMENTATIONPLAN FOR
SOUTH CARLSBAD COASTAL REDEVELOPMENT AREA.
Principal Planner David de Cordova presented the staff report and PowerPoint
presentation (on file in the office of the City Clerk).
Chair Hall opened the duly noticed Public Hearing at 8:28 p.m.
Seeing no-one wished to speak, Chair Hall closed the Public Hearing at 8:29 p.m.

ACTION: On a motion by Vice Chair Kulchin, Commission adopted
RESOLUTION NO. 499, authorizing a resolution of the
Housing and Redevelopment Commission of the City of
Carlsbad, California approving the 2011-2015 Five-Year
Implementation Plan for the South Carlsbad Coastal
Redevelopment Area.
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ABSENT: None.
ADJOURNMENT:
By proper motion, the Special Meeting of March 8, 2011 was adjourned at 8:29 p.m.
