SPECIAL MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION (Special Meeting)
DATE OF MEETING: April 5, 2011
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: Chair Hall called the Meeting to order at 7:48 p.m.
ROLL CALL was taken by the Senior Deputy Clerk as follows:
Present: Commission Members Hall, Kulchin, Blackburn, Douglas and
Packard.
Absent: None.
Vice Chair Kulchin briefly left the dias at 7:48 p.m. and returned at 7:49 p.m.
APPROVAL OF MINUTES:
On a motion by Commission Member Blackburn, the Minutes of the following meeting
were approved as presented:
Minutes of the Joint Special Meeting held March 8, 2011.
Minutes of the Special Meeting held March 8, 2011.
PUBLIC HEARING:
1. AB #427 - CARLSBAD PUBLIC HOUSING AGENCY ANNUAL PLAN FOR FISCAL
YEAR 2011-12.
Housing Program Manager Bobbie Nunn gave the staff report and the Power Point
presentation (on file in the office of the City Clerk).
Ms. Nunn stated that the waiting list is currently closed, and that the average wait is 5 to
6 years.
Chair Hall opened the public hearing at 7:57 p.m.
Seeing no one wished to speak, Chair Hall closed the public hearing at 7:57 p.m.

ACTION: On a motion by Vice Chair Kulchin, Commission adopted
RESOLUTION NO. 500, approving the Carlsbad Public
Housing Agency Annual Plan and authorizing submission to
the U.S. Department of Housing and Urban Development.
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ABSENT: None.
ADJOURNMENT:
By proper motion, the Special Meeting of April 5, 2011 was adjourned at 7:58 p.m.
