TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Chairman/Mayor Hall called the Joint Special Meeting to order at 7:11 p.m. ROLL CALL: was taken by the Secretary/City Clerk as follows: Present: Commission/Council Members Hall, Kulchin, Blackburn, Douglas and Packard. Absent: None. APPROVAL OF MINUTES: On a motion by Vice Chair/Mayor Pro Tern Kulchin, the minutes of the following meeting were approved as presented: Minutes of the Special Meeting held April 5, 2011. (Commission Only) CONTINUATION OF PUBLIC HEARING: 23. AB #20,532 - AGUA HEDIONDA SEWER LIFT STATION. Associate Planner Pam Drew and Senior Civil Engineer Terry Smith gave the staff report and Power Point presentation, on file in the office of the City Clerk. Chairman/Mayor Hall opened the Public Hearing at 7:18 p.m. Ron Raus, representing NRG and Cabrillo Power, came forward to address Council and stated his appreciation and support for the steps taken by the City following his communications. Chairman/Mayor Hall closed the Public Hearing at 7:20 p.m. ACTION: On a motion by Vice Chair Kulchin, the Commission adopted RESOLUTION NO. 501, remanding the application to the Planning Director to complete further analyses of the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and possible recirculation for public input; and, schedule the application and any revisions for a new hearing by the Planning Commission. AYES: Hall, Kulchin, Blackburn, Douglas and Packard. NOES: None. ABSENT: None. April 26, 2011 JOINT SPECIAL MEETING OF THE CARLSBAD HOUSING AND REDEVELOPMENT Page 2 COMMISSION AND CITY COUNCIL ACTION: On a motion by Mayor Pro Tern Kulchin, the Council adopted RESOLUTION NO. 2011-080, remanding the application to the Planning Director to complete further analyses of the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and possible recirculation for public input; and, schedule the application and any revisions for a new hearing by the Planning Commission. AYES: Hall, Kulchin, Blackburn, Douglas and Packard. NOES: None. ABSENT: None. ADJOURNMENT: By proper motion, the Joint Special Meeting of April 26, 2011 was adjourned at 7:21 p.m. M.
