SPECIAL MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION (Special Meeting)
DATE OF MEETING: May 24, 2011
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: Chair Hall called the Meeting to order at 8:31 p.m.
ROLL CALL was taken by the City Clerk as follows:
Present: Commission Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice Chair Kulchin, the Minutes of the following meeting were unanimously
approved as presented:
Minutes of the Special Meeting held April 26, 2011.
Minutes of the Special Meeting held May 10, 2011.
DEPARTMENTAL REPORT:
17. AB #429 -VILLAGE REVITALIZATION PARTNERSHIP PROGRAM.
Chair Hall and Commission Member Packard recused themselves due to a potential conflict of
interest as Mr. Hall and Mr. Packard own property in the Village area, and left the dais at 8:31
p.m.
Assistant City Manager John Coates gave the staff report and Power Point presentation, on file
in the office of the City Clerk.
Gary Nessim, Carlsbad, came forward to address the Commission to promote Thursdays on the
Coast, The Experience.
Jay Corrales, President, Carlsbad Village Association, thanked the Commission for its efforts to
revitalize the Village and described the activities and membership of the Association.
Commissioner Douglas suggested extending the deadline for proposals from 30 days to August
1, 2011.

ACTION: On a motion by Commission Member Douglas, Commission
approved directing staff to distribute the Request for Proposals
(RFP), as amended, for the Village Revitalization Partnership
Program.
AYES: Kulchin, Blackburn and Douglas.
NOES: None.
ABSENT: Hall and Packard.
Chair Hall and Commission Member Packard returned to the dais at 8:46 p.m.
ADJOURNMENT:
By proper motion, the Special Meeting of May 24, 2011 was adjourned at 8:46 p.m.
