JOINT MEETING OF: THE CITY OF CARLSBAD HOUSING AND
REDEVELOPMENT COMMISSION AND CITY
COUNCIL
(Joint Special Meeting)
DATE OF MEETING: June 7, 2011

CALL TO ORDER: Chair/Mayor Hall called the Joint Special Meeting to order at 7:42 p.m.
ROLL CALL was taken by the Secretary/City Clerk as follows:
Present: Commission/Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice Chair/Mayor Pro Tern Kulchin, the Minutes of the following meeting were
unanimously approved as presented:
Minutes of the Special Meeting held May 24, 2011. (Commission Only).
DEPARTMENTAL AND EXECUTIVE DIRECTOR REPORT:
18. AB #20.582 - APPROVE MEMORANDUM OF UNDERSTANDING WITH THE
CALIFORNIA DEPARTMENT OF STATE PARKS FOR THE EXCHANGE OF LANDS.
Deputy City Manager Cynthia Haas gave the staff report and presented the Power Point
presentation, on file in the office of the City Clerk.
ACTION: On a motion by Vice Chair Kulchin, Commission adopted
RESOLUTION NO. 503, approving the Memorandum of
Understanding between the City of Carlsbad and the California
Department of State Parks for the exchange of lands located in the
City of Carlsbad; and guiding principles for the project.
AYES: Hall, Kulchin, Blackburn, Douglas, Packard.
NOES: None.
ABSENT: None.

ACTION: On a motion by Mayor Pro Tem Kulchin, Council adopted
RESOLUTION NO. 2011-124, approving the Memorandum of
Understanding between the City of Carlsbad and the California
Department of State Parks for the exchange of lands located in the
City of Carlsbad, and guiding principles for the project.
AYES: Hall, Kulchin, Blackburn, Douglas, Packard.
NOES: None.
ABSENT: None
ADJOURNMENT:
By proper motion, the Joint Special Meeting of June 7, 2011, was adjourned at 8:15 p.m.
