DATE: August 18,2011 TIME: 11:00 AM PLACE: CITY ADMINISTRATION BUILDING, ROOM 173A, 1635 FARADAY The Vice-Chair Kulchin called the meeting to order on at 11:00 a.m. Present: Kulchin, Douglas, Blackburn. Chair Hall and Commissioner Packard were absent due to a conflict of interest; both Commissioners own property in the Village of Carlsbad. The following documents were distributed for this item and are on file in the Office of the City Clerk. • Memorandum to Vice-Chair Kulchin from John Coates, Assistant City Manager regarding August 18, 2011 Housing & Redevelopment Commission Workshop. Debbie Fountain, Director of Housing and Neighborhood Services, gave the Commission an overview of the appointment of the Village Revitalization Sub-Committee Membership. The following appointments were proposed: Vice Chair Kulchin: Maureen Simons and Phil Cotton. Commissioner Douglas: Laura Reyer and Mary Jacobson. Commissioner Blackburn: Doug Avis and Richard Zall. Vice-Chair Kulchin noted that Commissioner Douglas would serve on the Committee with Assistant City Manager John Coates, Director of Housing and Neighborhood Services Debbie Fountain, and Economic Development Manager Kathy Dodson. CITY OF ^CARLSBAD Memorandum August 11, 2011 To: Housing & Redevelopment Commission Vice Chair Kulchin Commissioner Blackburn Commissioner Douglas From: John Coates, Assistant City Manager (jL-' Via: Lisa Hildabrand, City Manager ; y^, v Re: August 18, 2011 Housing & Redevelopment Commission Workshop In preparation for the Housing and Redevelopment Commission workshop scheduled for August 18, 2011 to further discuss appointments of the citizen members to the Village Revitalization Partnership Program Advisory Sub-Committee, please find attached the following information based on the discussion held at the July 27th Special Meeting: • Updated list of selection criteria • Sub-committee structure and requirements for committee participation In addition, you will also find attached an e-mail from Housing and Neighborhood Services Director Debbie Fountain that includes a list of citizens actively involved in the Carlsbad Village Association (CVA), which would disqualify them from consideration, as the CVA submitted a proposal in response to the RFP. If you desire additional information prior to your meeting, please let me know. It is suggested that each sub- committee member meet at least one of the following: • Appointee has no vested interest or involvement with any of the proposers and represents a neutral, unbiased position. • Appointee is either a business or property owner in Carlsbad Village, but is not actively involved in the Carlsbad Village Association. • Appointee has prior experience with downtown revitalization. • Appointee has economic development and marketing experience • Appointee may not have specific qualifications as illustrated in the above; however has a keen interest in the Village and its continued success. Sub-Committee Structure It is anticipated the sub-committee will consist of nine members as follows: • Commissioner Douglas, Chair. • Five citizens appointed by Vice Chair of Housing and Redevelopment Commissioner Kulchin. One name will be recommended by Commissioner Douglas and two names recommended by Commissioner Blackburn. • John Coates, Assistant City Manager; Debbie Fountain, Housing and Neighborhood Services Director; Kathy Dodson, Economic Development Manager. Participation Requirements for Sub-Committee Participants All appointees are expected to meet participation requirements of sub-committee. The time commitment for committee members is expected to consist of six meetings as follows: 1. Meet to finalize evaluation process, receive proposals. Approximately two hours. 2. Meet to discuss and rank proposals. Approximately two hours. 3. Interview and rank finalists, develop recommendation to Housing and Redevelopment Commission. Approximately four hours 4. Attend Housing and Redevelopment Commission meeting to recommend successful proposal. Approximately one hour. 5. Meet to review and agree on selected contractor's scope of work. Approximately two hours. 6. Attend Housing and Redevelopment Commission meeting to recommend contractor's operating agreement. Approximately one hour. The total commitment of time anticipated with serving on the sub-committee is approximately twelve hours. Thought you might like to share the following list of active Board Members for the Carlsbad Village Association with Mayor Pro Tern Kulchin and Council members Douglas and Blackburn for their information. Per their criteria for the Village Partnership Proposal review committee, these citizens would not be eligible to be appointed to the subcommittee due to their active involvement in the CVA, and because the CVA submitted a proposal for consideration.
