SPECIAL MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION (Special Meeting)
DATE OF MEETING: August 23, 2011
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: Chair Hall called the Meeting to order at 7:19 p.m.
ROLL CALL was taken by the City Clerk as follows:
Present: Commission Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice Chair Kulchin, the Minutes of the following meeting were unanimously
approved as presented:
Minutes of the Joint Special Meeting held July 26, 2011.
Minutes of the Special Meeting held July 27, 2011.
DEPARTMENTAL AND EXECUTIVE DIRECTOR REPORT:
18. AB #431 -APPOINTMENT OF CITIZENS' ADVISORY SUBCOMMITTEE.
Chair Hall and Commission Member Packard recused themselves due to a potential conflict of
interest as Mr. Hall and Mr. Packard own property in the Village area, and left the dais at 7:19
p.m.
Vice Chair Kulchin announced that the Chair of the Subcommittee will be Commission Member
Farrah Douglas.
Members of the Subcommittee were announced as follows:
Laura Ryan
Doug Avis
Richard Zall
Phil Cotton
Maureen Simons

ACTION: On a motion by Commission Member Douglas, Commission
approved RESOLUTION NO. 509, approving the appointment of
members to a Citizens' Advisory Subcommittee to evaluate
proposals to create a Village Revitalization Partnership Program.
AYES: Kulchin, Blackburn and Douglas.
NOES: None.
ABSENT: Hall and Packard.
Assistant City Manager John Coates gave an overview of how the Subcommittee would be
briefed and the evaluation, ranking and interviewing process for proposals. Staff will be
represented by Mr. Coates, Housing and Neighborhood Services Director Debbie Fountain and
Economic Development Manager Kathy Dodson,
Chair Hall and Commission Member Packard returned to the dais at 7:23 p.m.
ADJOURNMENT:
By proper motion, the Special Meeting of August 23, 2011 was adjourned at 7:24 p.m.
