SPECIAL MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION (Special Meeting)
DATE OF MEETING: November 8, 2011.
TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: Chair Hall called the Meeting to order at 8:40 p.m.
ROLL CALL was taken by the City Clerk as follows:
Present: Commission Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice Chair Kulchin, the Minutes of the following meeting were unanimously
approved as presented:
Minutes of the Joint Special Meetings held September 13, 2011.
Minutes of the Special Meeting held September 13, 2011.
Minutes of the Joint Special Meeting held September 27, 2011.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at this Meeting.
PUBLIC HEARING:
1. AB #433 - LEASE AGREEMENT WITH ROSA HERNANDEZ, DBA THE VILLAGE
GRILLE.
Municipal Property Manager Joe Garuba gave the staff report and presented the Power Point
presentation, on file in the office of the City Clerk.
Chairperson Hall opened the public hearing at 8:42 p.m.
Seeing no-one wished to speak, Chairperson Hall closed the public hearing at 8:42 p.m.

ACTION: On a motion by Vice Chair Kulchin, Commission adopted
RESOLUTION NO. 516, to authorize a three-year lease
agreement with Rosa Hernandez, D.B.A. The Village Grille at
2833 State Street, from August 1, 2011 through July 31, 2014;
and, authorizing the Executive Director to execute all associated
documents.
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ADJOURNMENT:
By proper motion, the Special Meeting of November 8, 2011 was adjourned at 8:43 p.m.
