JOINT MEETING OF: THE CITY OF CARLSBAD HOUSING AND
REDEVELOPMENT COMMISSION AND CITY COUNCIL
(Joint Special Meeting)

CALL TO ORDER:
Chair/Mayor Hall called the Joint Special Meeting to order at 8:39 p.m.
ROLL CALL:
Present: Commission/Council Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
CONSENT CALENDAR:
ACTION: On a motion by Commissioner/Mayor Pro Tern Kulchin,
Commission/Council affirmed the action of the Consent Calendar,
Item #10 as follows:
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
WAIVER OF ORDINANCE TEXT READING:
Commission/Council waived the reading of the text of all Ordinances and Resolutions at
this Meeting.
10. AB #20.740 -ACCEPT LOAN FOR SOUTH CARLSBAD COASTAL REDEVELOPMENT
PLAN IMPLEMENTATION.
Commission adopted RESOLUTION NO. 515, accepting a loan from the City for funds advanced
for the implementation of the South Carlsbad Coastal Redevelopment Agency (SCCRA) Plan
related to additional legal costs and other related actions regarding opposition to the ongoing
application submitted to the California Energy Commission for a new power plant on property
within the SCCRA.
Council adopted RESOLUTION NO. 2011-269, authorizing a loan to the Housing and
Redevelopment Agency to provide additional funds for the implementation of the SCCRA Plan
related to additional legal costs and other related actions to continue opposition to the processing
of the ongoing application submitted to the California Energy Commission for a new power plant on
property within the SCCRA.
