MEETING OF: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT
COMMISSION AND CITY COUNCIL
(Joint Special Meeting)
DATE OF MEETING: January 10, 2012
TIME OF MEETING: 5:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3, 1200 Carlsbad Village Drive,
Carlsbad
CALL TO ORDER: Chair/Mayor Hall called the Meeting to order at 5:00 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
CLOSED SESSION:
Commission/Council adjourned into Closed Session at 5:02 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9(a). To hold a closed session regarding pending
litigation as follows:
Carlsbad Energy Center LLC's Application for Certification (AFC Docket No. 07-AFC-
6) to the California Energy Commission to develop a new thermal power plant at the
existing Encina Power Station in the City of Carlsbad.
The Commission/Council reconvened at 5:35 p.m. with five members present. Chair/Mayor Hall
announced that the Commission/Council heard the matter and instructed General Counsel/City
Attorney and staff on the matter.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of January 10, 2012, was adjourned at 5:36 p.m.
