APPROVAL OF MINUTES: ACTION: Motion by Commissioner Rombotis, and duly seconded, to approve the Minutes of the Regular Meeting of October 14, 1993, as submitted. VOTE: 8-0 AYES: Chairman Scarpelli, Commissioners Avis, Escobedo, Noble, Peterson, Rombotis, Sato, Wellman NOES: None ABSTAIN: None PUBLIC HEARINGS: 1. 1993-98 COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY (CHAS) -Request for approval of a recommendation to the City Council to authorize submission of the 1993-1998 Comprehensive Housing Affordability Strategy to the U.S. Department of Housing and Urban Development for review and approval. Leilani Hines, Management Assistant, reviewed the background of the Comprehensive Housing Affordability Strategy (CHAS) and stated that this revision contains housing priorities based on recently released t 990 census statistics of housing and population. She stated that the public review and comment period ends at 5:00 p.m. on December 21, 1993. Staff will consider all verbal and/or written comments which are received and revise the draft CHAS as appropriate. The CHAS, including a summary of public comments received, must be submitted to the U. S. Department of Housing and Urban Development (HUD) by their deadline on December 31, 1993. If the CHAS document is approved for submission to HUD, the City is eligible to receive CDBG funds during fiscal year 1994-95. Commissioner Wellman stated that she would like to see the developmentally disabled included under Section IV, Homelessness. Ms. Hines replied that it is already included. HOUSING COMMISSION December 9, 1993 PAGE2 Chairman Scarpelli opened the public testimony and issued the invitation to speak. Cathy Rodman, Legal Aid Society, addressed the Commission and stated that she was impressed with the Special Housing Commission Workshop and how it was conducted. She received the CHAS on Monday, December 6th, and has not yet had an opportunity to review it, but she will submit her comments in writing. She anticipates that her comments will be minimal. She noted that elderly housing has historically been a springboard and is normally the most expedient to get completed. However, she believes there is a very strong need for affordable housing for low income families with children and she hopes that the Commission will keep this in mind as they review housing issues. There being no other persons desiring to address the Commission on this topic, Chairman Scarpelli declared the public testimony closed and opened the item for discussion among the Commission members. Commissioner Avis noticed that there was little mention of homelessness. He inquired if staff believes that developers should be able to satisfy their inclusionary housing requirement by providing homeless shelters. Mr. Becker replied that the biggest need is for permanent housing or else people will end up back on the street. It is a matter of life and death. Many persons in California die of hypothermia, more than in other localities of the United States. Commissioner Wellman commented that she is associated with Caring Residents of Carlsbad and has worked with staff for the past 3-1 /2 years and has found them to be very supportive. Carlsbad's homeless shelter only houses 50 persons; they would like to have the ability for additional funding for services which are needed. She believes that public education regarding homelessness is strongly needed. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion was made by Commissioner Avis, and duly seconded, that the Housing Commission accept public comments regarding the City of Carlsbad's 1993-98 Draft Comprehensive Housing Affordability Strategy (CHAS) for the Community Development Block Grant Program and adopt Resolution No. 93-011 authorizing submission of the 1993-98 Draft Comprehensive Affordability Strategy to the U. S. COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY ANNUAL PERFORMANCE REPORT FOR FISCAL YEAR 1993 -Request for approval of a recommendation to the City Council to submit the Comprehensive Housing Affordability Strategy Annual Performance Report for Fiscal Year 1993 to the U. S. Department of Housing and Urban Development for review and approval. Leilani Hines, Management Assistant, stated that the City's CHAS Annual Performance Report for Fiscal Year 1993 has been prepared tor submission to HUD in accordance with instructions published in Federal Notice CPD 93-02 by HUD on January 11, 1993 and now requires a thirty (30) day public review and comment period. In order to remain eligible tor CDBG funding, the City of Carlsbad must submit the CHAS Annual Performance Report by December 31, 1993. If approved for submission to HUD, the City is eligible to receive CDBG funds during fiscal year 1994-95. Chairman Scarpelli opened the public testimony and issued the invitation to speak. S. THE VILLAS AFFORDABLE HOUSING PROJECT Evan Becker, Housing and Redevelopment Director, reported that the financing plan and planning approvals were granted. The option to purchase the land was then authorized and the City now owns the property. There are still some financing aspects which need to be completed prior to April 1, 1994. He reported that the Carlsbad Unified School District (CUSD) has filed a lawsuit against the City and the Planning Commission regarding The Villas affordable housing project. CUSD contends that approvals granted by the Planning Commission and the City Council failed to take into account the impacts of the project on school facilities. The City Attorney is in the process of preparing a defense. After discussion, Mr. Becker stated that the City has received State-wide recognition of the project and he thinks it is a step in the right direction. "4GMT ANALYST FP DEBBIE FOUNTAIN December 13, 1993 .TO: MAYOR AND CITY COUNCIL FROM: HOUSING AND REDEVELOPMENT DEPARTMENT HOUSING COMMISSION MEETING/WORKSHOP OF DECEMBER 9, 1993 The folJowing represents a summary of the actions taken by the Housing Commission at their meeting/workshop of December 9, 1993: 1. 1993-98 COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY (CHAS) The Housing Commission unanimously approved a recommendation to the City Council to approve the 1993-98 Comprehensive Housing Affordability Strategy with the addition of the following statement: "Those persons with special needs who are in need of supportive housing or housing assistance is not limited to the specific special needs populations listed in Table lE of this document. The City recognizes that there are other special needs populations other than those specifically identified within this document, such as victims of terminal illness other than AIDS, who may be in need of housing assistance. The City will consider the housing assistance needs of any population group with special needs.• The Housing Commission also unanimously approved a recommendation to the City Council to approve the CHAS Annual Performance Report for Fiscal Year 1993. 2. Special Housinc Commission Workshop Summary; The Housing Commission met from 5:00pm to 7:00pm in a workshop setting on December 9, 1993 to review the affordable housing programs, policies and priorities and discuss strategies for using City resources. The workshop allowed the Commissioners the opportunity to discuss affordable housing issues in a more informal environment. The Commissioners agreed with the priorities/strategy set forth within the draft CHAS with the additional comment that programs for the homeless should focus on the migrant farmworkers and daylaborers in Carlsbad which represents the greatest local need. The Commission also felt that it was important to assist existing homeowners maintain their homes through rehabilitation, etc. ~2,tLL_ EV AN E.
