NEW BUSINESS:
1. PRESENTATION TO ED SCARPELLI
Chairman Avis read and presented a Proclamation to Commissioner Ed Scarpelli for his service as
Chairman of the Housing Commission for the year 1994.
2. AFFORDABLE HOUSING PROJECT - RANCHO CARRILLO VILLAGES "F," "G," AND "P" -
Request for recommendation of approval of a proposed 120 unit affordable housing project for Rancho
Carrillo Villages "F," "G," and "P". The project is part of a development related to CT 93-07/PUD
93-06/SDP 94-01.

Evan Becker, Housing and Redevelopment Director, gave an overview of the Commission's responsibilities
with regard to affordable housing projects and the criteria by which they must render their decisions.
Brian Hunter, Senior Planner, gave a brief history of the Carrillo Ranch and discussed the diagrams and
renderings of the proposed Rancho Carrillo Villages. He stated that the applicant is Continental Homes
and that in order to comply with the lnclusionary Housing Ordinance, they must provide a portion of the
housing affordable to low income households. The applicant's affordable housing proposal indicates that
Village "F" of the Carrillo Ranch Master Plan shall be the site for the affordable housing project. The
project will consist of a mixture of two story townhome units and carriage units over private garages. The
townhome units will range in size from 980 to 1,214 s.f. and the carriage units will be approximately
672 s.f. Thirteen of the units will have three bedrooms, 83 are two bedroom units, and 24 are one bedroom
units. As required, these units will be sold at a price affordable to lower income households at 80% of the
county median.
Mr. Hunter stated that the affordable housing project in Village F will satisfy the inclusionary housing
requirements for Rancho Carrillo Villages G, L, M. N, 0, P, Q and R. The tentative maps for these Villages
allow a maximum of 791 dwelling units, which requires 1 19 affordable units. Village F will provide 120
affordable units.
Mr. Hunter stated that the applicant is also considering the possibility of constructing second dwelling units
together with single family homes to be built in other villages within Rancho Carrillo Master Plan
Community. If the applicant does decide to build second dwelling units, the number of total low income
affordable housing units to be located in Village F will be reduced by the number of second dwelling units
constructed.
Mr. Hunter stated that at this time, the applicant intends to privately finance the construction of the 120
affordable units and no request has been made for financial assistance from the City. However, the
applicant has requested three incentives to assist in development of the affordable project, Le. delayed
architectural review, parking standard modification, and private street width modification. These
modifications have been reviewed by staff and found to be acceptable. Staff recommends approval of the
project as conditioned.
Debbie Fountain, Senior Management Analyst, discussed affordable housing issues and compared the
Rancho Carrillo project to the La Terraza project. She then led a discussion on unit sizes, amenities,
recreation facilities, and whether or not there would NCTD bus stops to serve the project. Ms. Fountain
stated that many of the details which have been proposed could change when the Affordable Housing
Agreement is finalized. Although the developer has not requested any financial assistance at this time,
they do want to leave that option open.
Chairman Avis opened the public testimony and issued the invitation to speak.
Chris Chambers, Continental Homes, 12636 High Bluff Drive, San Diego, addressed the Commission and
reviewed the Rancho Carrillo project which is still in a conceptual mode. He stated that the CC&Rs have
not yet been developed but the concept is to have a master homeowner's association for the entire project.
He believes the homeowner fee will be based on the amenities and level of maintenance required by each
Village. The homeowner would be required to support the amenities for the Village in which they reside.
Community recreation and day care will be open to the entire community. Mr. Chambers stated that when
this project was first presented to the Planning Commission, he had asked for many modifications which
were denied. He feels there are some inconsistencies in the affordable housing formula, i.e. that the
construction of affordable units would create the need for more affordable units. He will be discussing this
again when the project goes before the City Council. He will also be asking again for some modifications
which were denied by the Planning Commission.

Commissioners questioned Mr. Chambers on various aspects of integrating affordable housing throughout
the entire community, rather in one specified area. Mr. Chambers replied that this is one reason second
dwelling units might be a good idea, however he is concerned that this concept has not yet been market
tested.
There being no other persons desiring to address the Commission on this topic, Chairman Avis declared
the public testimony closed and opened the item for discussion among the Commission members.
Commissioners questioned staff on the possible need for four bedroom units in this and other affordable
projects.

Motion was made by Commissioner Rombotis, and duly seconded, to adopt Resolution
No. 95-001 recommending approval of the development of the proposed 120 unit
affordable housing project within the Continental Rancho Carrillo Villages "F," "G," and
"P, including the revision to Condition #2, as presented by staff.

bring back a needs assessment for four bedroom units at the next meeting.

ANNOUNCEMENTSlREPORTS:
Commissioner Rombotis stated that he would like to see a future discussion item regarding density bonus
and how the 15% inclusionary housing obligation is calculated.
Commissioner Calverley requested staff to provide an update on county income figures for 1994.
The next meeting of the Housing Commission will be February 9, 1995.
